DESCRIPTION The Combat Capabilities Development Command Ground Vehicle System Center (CCDC GVSC) is planning to demonstrate an electrified combat vehicle in fiscal year 2024. One variant of the electrified platform will include a JP-8 fuel cell power system to augment battery power. Preliminary analysis of vehicle performance has shown that light and medium duty combat vehicles have requirements that JP-8 fuel cell systems sized for 10kW of net power in modular configurations would address. The combination of technology that can meet this JP-8 fuel cell system need requires the development of a reformer capable of handling JP-8 fuel with up to 3,000 ppm sulfur coupled with a fuel cell sized for 10kW of net electrical power. The reformer coupled to the fuel cell will also require integration with all associated balance of plant componentry, controls, and power conditioning for a functional 10 kW JP-8 fuel cell power system. In order to plan and proceed with a demonstration, CCDC GVSC has the need to understand industry involvement and development of a modular 10 kW JP-8 fuel cell power system. THIS IS NOT A SOLICITATION FOR PROPOSALS. This Request for Information (RFI) is for planning and informational purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government's use of such information. No contract will be awarded from this announcement and the data submitted in response to this RFI will not be returned. Information is being requested in order to make potential future requirements better for industry and the Government. Information provided should be limited to unclassified information. OBJECTIVE The objective of this survey is to gain an understanding of all technology that is related to the development of a 10 kW JP-8 fuel cell system that integrates a JP-8 fuel reformer with fuel cell. The scope of this survey is intentionally broad but key requirements are provided in the following table. The JP-8 fuel cell system is intended to be hybridized with the vehicle battery and the only input to the system shall be JP-8 fuel therefore requiring water neutral operation of the system. SURVEY 1. Do you have experience with fuel reforming and fuel cells that would function with fuel reformate? Please describe your experience with each. 2. Do you have experience designing and developing fuel reformers, solid oxide fuel cells, Proton Exchange Membrane (PEM) fuel cell and integration of the two for a functional system? Components of a JP-8 fuel cell power system include reformers (please specify the processing methods), sulfur absorption (specify materials), fuel cells (specify size, number, support type, materials, planar or tubular orientation), anode / cathode manifolds and flow distribution, balance of plant pumps, heat exchangers, valves, regulators, mounting equipment. Please describe your experience with JP-8 fuel cell system reformers, fuel cells and components of the balance of plant. 3. Does your facility have the capability to develop JP-8 fuel cell system components or any of the components listed in the previous question? 4. Does your facility have the ability to test JP-8 fuel cell power systems, including but not limited to testing of the reformer, fuel cell and the full integrated system through operational cycles of start-up, steady-state, shut-down, transients, varying load profiles, and/or pressure and temperature cycling? Please provide details on the extent of testing your facility is capable of performing and any limitations that it might have. 5. Is your facility capable of supplying JP-8 fuel with concentrations of sulfur up to 3,000 ppm and any other required reducing gases or facility support for test and validation purposes? Please provide details on how you will support these testing requirements. 6. Do you have experience with process modeling and simulation of complex systems such as the proposed JP-8 fuel cell power system? Please describe your experience with modeling and simulation relevant to the JP-8 fuel cell power system. 7. Do you have experience with developing controls for fuel processors, fuel cells, and balance of plant componentry to optimize the overall JP-8 fuel cell power system? Please describe any relevant experience and the approach that will be used. 8. Does your company have personnel that are knowledgeable in fuel reforming, fuel cells, integration of reformers with fuel cells, system design, development, testing, operation, and safety? Please provide background on these personnel. 9. Please provide a rough order of magnitude cost estimate for a JP-8 fuel cell power system capable of taking a JP-8 fuel with up to 3,000 ppm sulfur input and delivering a 10kW of net electrical power output. 10. Please provide an estimate for the rectangular oriented dimensions (length, width, and height) for a modular JP-8 fuel cell power system capable of taking a JP-8 fuel with up to 3,000 ppm sulfur input and delivering a 10kW of net electrical power output. RESPONSES Responses to all the questions of the survey are not required, please answer as many questions that are appropriate to your technology. Responses are requested no later than 30 days after announcement post. Response should not exceed thirty (30) pages or address multiple products; a separate response should be submitted for each product. The Government will begin technology analysis following this submission period. If the Government seeks additional information that is not included in a submittal, CCDC GVSC representatives may contact the participant for further information exchange. Information developed as part of this market survey will be shared with US Army Combat Capabilities Development Command (CCDC) subordinate commands, PM Stryker, and Other Government Agencies (OGAs) (e.g. Office of Naval Research, Marine Corps, etc.). PROPRIETARY STATEMENT Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. Responses will be reviewed by Government personnel contractor personnel from DCS Corporation. All Government and contractor personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. GENERAL INFORMATION The Government appreciates the time and effort taken to respond to this survey. The Government acknowledges its obligations under 18 U.S.C. §1905 to protect information qualifying as "confidential" under this statute. [To avoid possible confusion with the meaning of the term "confidential" in the context of Classified Information," we will use the term "PROPRIETARY."] Pursuant to this statute, the Government is willing to accept any PROPRIETARY (e.g., trade secret) restrictions placed on qualifying data forwarded in response to the survey questions and to protect it from unauthorized disclosure subject to the following: 1. Clearly and conspicuously mark qualifying data with the restrictive legend (all caps) "PROPRIETARY" with any explanatory text, so that the Government is clearly notified of what data needs to be appropriately protected. 2. In marking such data, please take care to mark only those portions of the data or materials that are truly proprietary (over breadth in marking inappropriate data as "PROPRIETARY" may diminish or eliminate the usefulness of your response - see item 6 below). Use circling, underscoring, highlighting or any other appropriate means to indicate those portions of a single page which are to be protected. 3. The Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the Government will not be protected once in the public domain. Data already in the possession of the Government will be protected in accordance with the Government's rights in the data. 4. Proprietary data transmitted electronically, whether by physical media or not, whether by the respondent or by the government, shall contain the "PROPRIETARY" legend, with any explanatory text, on both the cover of the transmittal e-mail and at the beginning of the file itself. Where appropriate for only portions of an electronic file, use the restrictive legends ‘PROPRIETARY PORTION BEGINS:" and "PROPRIETARY PORTION ENDS." 5. In any reproductions of technical data or any portions thereof subject to asserted restrictions, the government shall also reproduce the asserted restriction legend and any explanatory text. 6. The Government sometimes uses support contractors in evaluating responses. Consequently, responses that contain proprietary information may receive only limited or no consideration since the Respondent's marking of data as "PROPRIETARY" will preclude disclosure of same outside the Government and therefore will preclude disclosure to these support contractors assisting the evaluation effort. The Government will use its best efforts to evaluate those responses that contain proprietary information without using support contractors consistent with the resources available. MISCELLANEOUS No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking participants to be placed on a solicitation mailing list. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Data submitted in response to this market survey will not be returned. A separate response for each system or technology is desired.
