Description
(i) This is a combined synopsis/solicitation for commercial services, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. (ii) Solicitation number 2119409Y11B9601004 applies, and is issued as a Request for Quotation. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-05 (12 AUG 19). This procurement is 100% set aside for small business concerns. The North American Industry Classification System (NAICS) code is 336611 and the business size standard is 1,250 people. U.S. Coast Guard Surface Forces Logistics Center intends to award a Firm Fixed Price Contract. REPAIR/REPLACE WOOD AND APPLY COATINGS TO NAVY YP-686 ITEM 1: - HULL; INSPECT AND REPAIR INTERIOR AND EXTERIOR HULL; PORT AND STARBOARD, STEM TO STERN, EXTENDING LONGITUDIANL CENTERLINE OF KEEL UP TO MAIN DECK EDGE, INCLUDING THE TRANSOM AND UNDERWATER HULL APENDAGES IN ACCORDANCE WITH THE BELOW STATEMENT OF WORK. 1 JOB:__________________ ITEM 2: MAIN DECK AND FITTINGS; INSPECT AND REPAIR MAIN DECK STEM TO STERN IN ACCORDANCE WITH THE BELOW STATEMENT OF WORK. 1 JOB:________________ STATEMENT OF WORK PERFORMANCE WORK STATEMENT (PWS) 1. PROJECT TITLE: Navy YP-686 Hull Repair. The YP-686 will require hull repair in the following locations: Interior and Exterior Hull; Port and Starboard, Stem to Stern, Extending from Longitudinal Centerline of Keel Up to Main Deck Edge, Including the Transom and Underwater Hull Appendages, and main deck. 2. BACKGROUND: The YP-686 is currently at the Coast Guard Yard, 2401 Hawkins Pt. Road, Baltimore MD, 21230. The YP-686 is a wooden hull vessel with a length overall: 108 ft, Beam: 24 ft, Draft: 8ft. The YP-686 will be dry-docked at Coast Guard Yard during all hull repair activities. 3. PERIOD OF PERFORMANCE: The contractor should start work on Monday, 23 September 2019. All work is required to be finished no later than Wednesday, 16 October 2019. Due to EPA regulation and environmental codes, we are limited where we can perform this type of work; therefore the contractor must confirm work dates and completion times, which is critical to our operation. 4. HOURS OF OPERATION: Work shall be performed during normal business hours, which is 7:30 AM to 6:00 PM Monday through Friday. Additional hours or time may be arranged to accommodate the Contractor. 5. Site Visit: A site visit is required and will be held on 10 September 2019 @ 9:00 A.M. (EST). 6. REQUIREMENTS: a. Woodworking i. Wood Component Inspection and Repair shall use USCG NVIC 7-95, Guidance on Inspection, Repair and Maintenance of Wooden Hulls, for guidance. ii. The use of epoxy adhesives and fillers is encouraged for each applicable Work Item. iii. Where fasteners are loose, removed or reassembly does not use the exact same hole, the old hole is to be drilled, dried, epoxy treated and wood bung inserted. iv. Cleaning to bare wood shall use the mechanical stripping method.   v. 7. SCOPE: Perform work as stated in attachments. a. Attachment 1: Title: Hull; inspect and repair i. Notes: "SUPERVISOR" will be CG YARD representative. b. Attachment 2, Title: Main Deck and Fittings, inspect and repair i. Notes: 3.5 & 3.5.1 are OPTION work items 8. Security Requirements: The U.S. Coast Guard Yard, Baltimore, MD is a controlled access area. All contractors and subcontractors performing work on this contract shall utilize the RAPIDGate program. RapidGate manages the non-Common Access Credential (CAC) eligible vendor/contractor companies and their employees who require access to Coast Guard Yard, Baltimore. Vendor/contractor CAC eligibility has been restricted to only those who require physical access to Coast Guard yard and logical access to a DoD or DHS network or system. a. Contractor employees shall not enter restricted areas in accordance with Yard security regulations or policies. Before contractor employees can work at the Coast Guard Yard Facility, the contractor shall complete a security investigation on all contractor employees in connection to this contract. Any contractor employee with a criminal background must get prior authorization before they can gain access to Coast Guard Yard Facility. REQUIREMENTS: 3.1 Remove CRES sheathing on stem piece 2 and Piece 21P as well as 7P port side copper sheathing of 2.4. Tag for location and hold for installation, using 2.3 through 2.9 for guidance. Retain serviceable hardware for reuse. Woodworking shall be in accordance with the Statement of General Conditions. "JOINT VISUAL INSPECTION" 3.2 Accomplish a joint visual inspection with the SUPERVISOR from the bottom of the keel up to the main deck edge, including hull planking, caulking, bilge keels, sheathing, stem band, stem bars, transom bars, ground plates, sea chests, appendages and associated strainer plates, for structural integrity, deterioration, pitting, gouges, cracks and areas of damage or distortion, using 2.2 through 2.9 for guidance paying particular attention to the areas above the upper rubrail/fender and the planking in way of Shattered plank #7 with the 1st garboard being 0 as well as at the junction of the main deck and hull sides. 3.2.1 Mark and record areas of damage, using visual, probe and hammer testing inspection methods. Report: Inspection Results Date: + 3 3.2.2 Submit one legible copy, in hard copy or approved transferrable media, of a report listing results of the requirements of 3.2 and 3.2.1, to the SUPERVISOR, showing exact locations (including Microsoft importable digital photographs), quantities and conditions of deficiencies and recommendations for repairs. 3.3 Accomplish repairs resulting from the inspection reports in 3.2.2 as designated by the SUPERVISOR, in accordance with 2.2 through 2.5 as follows: 3.3.1 Remove existing and install new a total of 100 linear feet of damaged and deteriorated outer hull planking, including new wood plugs, Part No. 100 of 2.2, as designated by the SUPERVISOR, using existing hardware. 3.3.1.1 The new outer hull planking shall conform to the material requirements of General Note 10 of 2.2 except West Coast Lumber Inspection Bureau (WCLIB) #17 replaces WCLIB #16. 3.3.1.2 Replace port shattered plank #7 with the 1st garboard being 0 if found to be grated more than 50% of plank depth. On the port side 2 planks outboard of the rudder, there is a gouge in the plank. Crop out the damaged wood and fit a graving piece. Exact length and area of replacement shall be designated by the SUPERVISOR. 3.3.1.3 On the port side forward 1 plank between the fenders and aft of the hull numbers, there is a gouge in the plank. Crop out the damaged wood and fit a graving piece. Exact length and area of replacement shall be designated by the Supervisor. 3.3.1.4 Template exact size, configuration, and location from existing craft conditions. "JOINT VISUAL INSPECTION" 3.4 Accomplish a joint visual inspection with the SUPERVISOR of the inner hull planking exposed by removals during replacement of the outer hull planking. 3.4.1 Mark and record areas of damage, using visual, probe and hammer testing inspection methods. Report: Inspection Results Date: + 3 3.4.2 Submit one legible copy, in hard copy or approved transferrable media, of a report listing results of the requirements of 3.4 and 3.4.1, to the SUPERVISOR, showing exact locations (including Microsoft importable digital photographs), quantities and conditions of deficiencies and recommendations for repairs. 3.5 Remove a total of 25 existing screws that are no longer fully recessed into the hull planking; re-counter bore the screw holes and re-install screws with new wooden plugs in accordance with 2.2. 3.6 Remove existing and install new a total of 250 wooden plugs in accordance with 2.2. Plugs shall be replaced to perform the repairs described herein and where existing plugs are thin and damaged. 3.7 Install the equipment removed and tagged in 3.1, using 2.3 through 2.9 for guidance. Install equipment with new and serviceable hardware retained in 3.1. Seal the edges of stem bands and transom edge guards. 3.7.1 All removed sheathing shall be reinstalled with new felt "ships felt" Part No. 80 or GRACE ULTRA self-adhered roofing underlayment 3.7.2 If new copper sheathing is required to be installed, new copper sheets shall be ASTM B152 and installed, in accordance with 2.4. 3.7.3 Install new flat head wood screws, Part No. 68 of 2.4, in way of any copper sheet replacement in accordance with 2.4. 3.7.4 Install new flat head wood screws, Part No. 38 of 2.3, for stem band. 3.7.5 Install new CRES flat head wood screws, Part No. 69 of 2.4, for CRES ice sheathing. 3.7.6 Seal edges of sheathing with 3M 5200. 3.7.7 Isolate dissimilar metals in accordance with General Note 11 of 2.4.   ATTACHMENT 2 1. REQUIREMENTS: 3.1 Crop out approximately 80 feet of damaged port, starboard outboard edge and port aft gate plank sheer (Detail 19-D of 2.6) as identified by the SUPERVISOR. Replace with new dutchman bonded to the surrounding wood with West System epoxy. 3.1.1 No bulwark brackets or fasteners shall be removed and cutting into bolts located between frames 25 and 26(Plan 20-E of 2.6) shall be avoided. 3.1.2 The ends of each dutchman shall be scarfed into place with a 12 to 1 bevel ratio on each end. 3.1.3 The upper outboard edge of the dutchman shall be rounded over with a 1-inch radius. 3.3.2.1 Submit one legible copy, in hard copy or approved transferrable media, of a report listing the results of the requirements of 3.2.2 to the SUPERVISOR showing exact locations, quantities and conditions of deficiencies and recommendations for repairs. 3.2 Accomplish the requirements of Appendix A for steel and aluminum surface preparation and preservation of the equipment listed in 1.3 and located in 1.2, using 2.2 through 2.5 and 2.7 for locations and guidance. Woodworking shall be in accordance with the Statement of General Conditions. 3.2.1 Repair existing beveled wood trim pieces in way of the port and starboard forward hawse pipes, with West System epoxy. 3.2.2 Replace gaskets and renew hinges and fittings on closing assemblies listed in 1.3.4. 3.2.3 Replace label plates for items listed in 1.3.3 and 1.3.4 in accordance with 2.10. 3.2.4 Template exact size, configuration, type and location from existing craft conditions. 3.5 Remove existing top layer of plywood located in 1.2.1 as directed by the Supervisor, approx. 28 sqft and install new in accordance with 2.6 using new hardware. Plywood shall be Marine AB or AA grade in accordance with NIST PS-1. Fire retardant plywood shall be Hoover ‘Exterior Fire-X' pressure treated made with Marine AB or AA, PS-1 material. Marine AB Grade plywood shall be installed "A" side up. 3.5.1 Upon removal of existing top plywood layer, accomplish a joint visual, probe and hammer test inspection with the SUPERVISOR of bottom layer of plywood, for structural integrity, damage, cracks, splitting and deterioration. 3.5.1 Accomplish repairs to bottom layer of plywood by removing existing and installing new approximately 28 square feet of plywood, using new hardware, in locations as designated by the SUPERVISOR, in accordance with 2.6.   ALL INTERESTED VENDORS ARE REQUIRED TO ATTEND A MANDATORY SITE VISIT ON 10 SEPTEMBER 2019 AT 9:00 A.M.
