- Description
- The Naval Air Warfare Center Aircraft Division, Lakehurst has a requirement for various engineering and logistics services in support of the Fatigue Life Management Program (FLMP) for the P-3 Aircraft. The FLMP requires the acquisition of engineering and logistics services in response to obsolescence issues and operational and/or technical problems arising from the P-3 type/model/series fleet usage for the United States Navy (USN), US Customs, other Government agencies, and Foreign Military Sales (FMS) customers. The efforts to be performed under this contract include: design engineering investigations; reliability, maintainability and human factors analyses; engineering change proposal feasibility studies; support for failure, incident and accident investigations; and Integrated Logistics Support. The Government intends to issue a contract action on a sole source basis to Lockheed Martin Corporation (LM), 86 South Cobb Drive, Marietta, GA 30063 for the required services. The ongoing FLMP contract being performed by LM is a continuation of the Service Life Assessment Program (SLAP), which determined that USN and FMS P-3 aircrafts are fatigued to a greater extent than previously known. The ability to respond to additional FLMP, SLAP or Fleet-demonstrated fatigue issues in a timely manner is essential to manage safety risk and maintain Fleet readiness. LM is the only source that presently has full access to data, including Full Scale Fatigue Test and SLAP results, stress and loads data, structural fatigue analyses and data derived from the current five-year FLMP contract. LM is the only source which possesses the technical expertise and knowledge required to provide these specialized services in a timeframe which minimizes safety impact and risk to Fleet readiness. Moreover, LM holds all rights to their proprietary data. The US Government does not currently own the proprietary data, nor do they possess the ability to distribute the information for competitive purposes. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. A determination by the Government not to open this requirement to full and open competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a full and open competitive procurement.
