Description
Single Source Justification Letter - SELEX ILS Localizer NOTICE OF INTENT BRAND NAME ONLY REQUIREMENT DESCRIPTION OF REQUIREMENT: This is a notice of intent to award a sole source contract for the installation of SELEX ILS 2110 Localizer. This requirement is for 55 OSS/OSAM on Offutt AFB, NE. JUSTIFICATION AUTHORITY: FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements JUSTIFICATION OF BRAND NAME ONLY: The SELEX ES 2110 is the standard localizer portion of the ILS used by the Air Force. In the last 6-7 years there has been a 100% equipment replacement throughout the entire AF. This is the only known system that is able to be accessed over Internet Protocol (IP) which was a transition to a regionalized maintenance practice. There was an ILS technical refresh that occurred from 2013-2018 that replaced 100% of USAF owned ILS systems. According to the Air Force Life Cycle Management Center (AFLCMC), USAF implemented a fleet-wide modernization program for the legacy AN/GRN-29(V) ILS. This modernization incorporated the SELEX 2100 ILS transmitter system as part of the overall program. To be eligible for life cycle support via the Centrally Managed AN/GRn-29(V) 1 program, an ILS may only include the equipment described in the AN/GRN-29(V) 1 Air Force Technical Orders (TOs). The SELEX 2100 is the only approved ILS transmitter system found in AN/GRN-29(V) 1 TO's. If these equipment requirements are not met, life cycle support will not be provided. All of the flight crew/ground crew tech data has been rewritten to show all the new equipment and only these SELEX 2110 model equipment. Tech data is the 31R4-2GRN29/30/31 series. There are 4 TO's per series. The 29-1/29-2/29-3 and 29-4 all describe different aspects of theory, maintenance and illustrated parts breakdown for the SELEX ILS localizer specifically. Our flying mission mandates that we are able to land our aircraft during limited visibility and inclement weather. The requirement to be able to land on runway from either end due to the nature of launching and landing into the wind due to weight payload on the aircraft. The 2110 is solely produced by the SELEX ES Inc. to tie into the antenna array that we currently have that survived the flood.
