- The U.S. Army Corps of Engineers seeks a contractor to provide architectural restoration work on the Lockmaster House at Lock & Dam 10, Guttenberg, Iowa. The Lockmaster House is a two-story, 24' x 30' side-gabled, 1,440 SF colonial style home, built in 1937-38, with the addition of a porch in 1939. The structure is eligible to be listed on the National Register of Historic Places. All restoration services must conform to the U.S. Secretary of the Interior's Standards for the Treatment of Historic Properties. Previous renovations to the kitchen, bathroom, basement and bedrooms were completed after 1968, and the original asbestos roof shingles were replaced with asphalt shingles in 1975. Virtually all of the surfaces in the house have tested positive for lead paint. The project will consist primarily of lead paint interim control and/or abatement; i.e. removal or encapsulation. Damaged wood and other components will also need to be replaced with historically correct replicas. On the exterior of the home, work includes wood siding, shutters, windows, doors, gutters and downspouts. On the interior of the home, work includes painting all ceilings, removal of wallpaper, scraping and painting all interior plasterboard walls, cabinets and woodwork, and repainting the porch. In addition to the lead paint abatement, the entire roof will need to be replaced, the chimney requires repair (tuckpointing and brick replacement), and a complete inspection of the electrical system needs to be made. This solicitation is a Request for Quotes (RFQ), not an Invitation for Bid (IFB) or Request for Proposal (RFP). No Bid Bonds are required. This solicitation is a 100% Small Business Set-Aside, under North American Industry Classification System (NAICS) Code 236118, Residential Remodelers, with a Small Business size standard of $36,500,000. The estimated Magnitude of Construction is between $100,000 and $250,000. A formal site visit is planned for Friday, September 20 at 11:00 AM. Please see solicitation clause 52.236-27 for details. Offeror shall be registered in SAM (System for Award Management) https://www.sam.gov to include the FAR and DFARS Reps & Certs sections with the NAICS code applicable to the solicitation. Quotes must be accompanied by documentation of experience to meet the Definitive Responsibility and Contractor Experience requirements in Solicitation section 00 21 00.
