Description
The United States Environmental Protection Agency, Region 9, 75 Hawthorne Street, San Francisco, CA 94105 intends to award a Sole Source purchase order under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures, to SKC-West, Inc., 2380 E Walnut Ave., Fullerton, CA 92831. This requirement is for the acquisition of two AirCheck sampling pump kits. The sampling kits are for use in conducting emergency responses, and removal and remedial actions by the Region 9 Emergency Responders. The sampling kits determine inhalation hazards onsite to meet our mission objectives of protecting human health and the environment and comply with OSHA 40CFR1910.120 worker health and safety requirements. THIS IS NOT A REQUEST FOR QUOTE AND NO SOLICITATION WILL BE POSTED. EPA believes SKC-West, Inc. is the only source that can provide the specified supplies to U.S. EPA, Region 9 as this is one of the required pieces of equipment that has been determined to need standardization across the national workgroup of EPA emergency responders by the Core National Approach to Response (NAR) an EPA initiative to bring more consistency among Regions for emergency response preparation, equipment, and activity. Through this initiative, it was determined that all emergency response equipment be interchangeable, consistent, and uniform across all regions to provide familiarity nationally and ensure the health and safety of all emergency responders. All interested parties who believe they can provide the required supplies should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement. The documentation provided must include sufficient detail to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead submits only a routine or standard letter requesting a copy of the statement of work, or provides only basic corporate information will not be considered. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
