- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. (ii) To facilitate electronic quote submissions through FedBizOpps, a request for quote (RFQ No. 140R3019Q0103) is being issued subsequent to this combined solicitation/synopsis. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2019-05, dated 08/13/2019. (iv) This requirement is a small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is: 332410 Heat Exchangers Manufacturing and the small business size 750 employees. (v) Line item 010 ¿ Enclosed Generator Heat Exchangers (8 right, 8 left) for Parker Dam per attached Scope of Work ¿ Qty: 16 The Specifications provide more detailed information about the requirement and is attached to the RFQ at FedConnect.net (public opportunity reference number 140R3019Q0103). (vi) The Bureau of Reclamation has a requirement for the purchase of 16 enclosed generator heat exchangers for Parker Dam, CA. (vii) The delivery lead time is 240 calendar days after receipt of order. The following clauses and provisions are applicable to this commercial item acquisition: See attached applicable clauses. (ix) Determination of award will be based on 1) Technical capability, 2) Relevant Experience, and 3) Price. (x) FAR provision 52.212-3, Offeror Representations and Certifications - Commercial Items Offerors are advised include with their offer, a completed copy of the provision 52.212-3, or indicate completion of the provision online. Offerors may complete the annual representations and certifications online at https://www.sam.gov/. (xiv) Not applicable (xv) All questions shall be submitted via email to vrodriguez@usbr.gov no later than Monday, September 16, 2019, by 1:00 P.M., local time, and shall reference the RFQ number in the subject line (140R3019Q0103). Quotes are due Tuesday, September 17, 2019, by 5:00 p.m. local time. Responsible quoters are requested to submit a quote for this requirement.
