- The Congressionally Directed Medical Research Programs (CDMRP) Fiscal Year 2019 (FY19) Combat Readiness-Medical Research Program (CRRP) Rapid Development and Translational Research Award (RDTRA) is a Broad Agency Announcement (BAA). This BAA for CRRP is intended to solicit extramural research and development ideas using the authority provided by United States Code, Title 10, Section 2358 (10 USC 2358). This BAA is issued under the provisions of the Competition in Contracting Act (CICA) of 1984 (Public Law 98-369), as implemented in Federal Acquisition Regulation (FAR) 6.102(d)(2) and 35.016 and in Department of Defense Grant and Agreement Regulations (DoDGARs) 22.315. In accordance with FAR 35.016, projects funded under this BAA must be for applied and clinical research (excluding clinical trials) not related to the development of a specific system or hardware procurement. Research and development funded through this BAA is intended and expected to benefit and inform both military and civilian medical practice and knowledge. The FY19 CRRP RDTRA BAA provides a description of the CRRP, FY19 RDTRA Focus Areas, evaluation and selection criteria, pre-application (Letter of Intent) and full proposal/application preparation instructions, and general administrative information. Specific submission information and additional administrative requirements can be found in the document titled "General Submission Instructions" available in Grants.gov along with the BAA. The FY19 CRRP RDTRA BAA is intended for extramural applicants only. An extramural applicant organization is defined as all those not included in the definition of intramural investigators, above. Examples of extramural organizations include academia, biotechnology companies, foundations, Government, and research institutes. Submission is a two-step process requiring both (1) pre-application submission through the electronic Biomedical Research Application Portal (eBRAP) (https://eBRAP.org) and (2) application submission through Grants.gov (https://www.grants.gov/). Refer to the General Submission Instructions, Section II and Section III, for registration and submission requirements for eBRAP and Grants.gov.
