- Description
- The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate a firm fixed price contract, on a sole source basis, with AVT Simulation, CAGE 1QW84, 2603 Challenger Tech Court, Suite 180, Orlando, FL 32826. The contract will procure one instance of the Reconfigurable Aviation Test Environment, which will include a simulation of the Apache helicopter validated by Army aviation with Next Generation Threat System. The simulation must be concurrent with APACHE Longbow OFP; have the ability to operate in a distributed interactive simulation and integrate into the Navy's current constructive synthetic environment; be able to accept and use simulated sensor data generated in the simulated battlespace in real time; and meet requirements to be used in a Classified environment. Market Research has not found any other sources capable of meeting the Government's current requirement. THIS IS NOT A REQUEST FOR PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of 10 U.S.C. 2304(c)(1) and as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements". Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 11:00 AM EDT September 27, 2019 will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice must include the company name, point of contact, address, area code and telephone number, telecopy (fax) number, electronic mail (e-mail) address and company literature sufficient to determine the capability of this company to perform this effort.
