Description
Notice of Intent to Sole Source Synopsis: THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Program Executive Officer Land Systems (PEO-LS), Marine Corps, Quantico, VA 22134 intends to enter into sole source negotiations and subsequently award a Firm Fixed Price contract to L3 Technologies, 7500 Innovation Way, Mason, OH 45040 (Cage Code: 80045). This effort is estimated for award in the second quarter of Fiscal Year 2020 with an estimated period of performance of 2020 thru 2023. The anticipated contract is for the procurement of the M36E-T1 Thermal Sighting Systems (TSS) suitable for the Assault Amphibious Vehicle 7A1 Reliability, Availability, Maintainability/ Rebuild to Standard (AAV7A1 RAM/RS) Up-Gunned Weapon Station (UGWS), a two-year initial spares package, special tools and test equipment package, technical documentation package, in-country training, training materials and job aids. This requirement also includes an option for the procurement of the TSS conversion kits to upgrade the Taiwan unofficial entity Taipei Economic and Cultural Representative Office's (TECRO) existing M36E-3 Day/Night sighting systems to the M36E-T1 TSS, part number ICD777700, NSN 1240-01-553-5866; configuration suitable for the AAVP7A1 RAM/RS UGWS, and travel and labor to evaluate existing M36E Day/Night sighting systems in country. This will be an indefinite delivery/indefinite quantity (IDIQ) contract that will provide the ability to procure TSS for TECRO, future Foreign Military Sales (FMS) cases as well as requirements identified to assist the sustainment of current sights for the United States Marine Corps (USMC). The M36E-T1 TSS is an L3 Technologies proprietary design that has not been licensed to any other United States (US) or international company for manufacturing. The M36E-T1 TSS is included on the USMC AAV7A1 RAM/RS Family of Vehicles approved configuration currently in the sustainment phase of the acquisition life cycle. On 25 January 2019, a Request for Information (RFI), M67854-19-R-0270, was posted to FedBizOpps to assess industry's capability to provide the TSS or equivalent. All known parties who had previously shown interest in providing the TSS were notified by Program Manager (PM) Advance Amphibious Assault (AAA) Contracts of the release of the RFI. When the RFI closed on 22 February 2019, a single interested Contractor responded, L3 Technologies. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(A) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Unless stated herein, no additional information is available. Requests for the same will be disregarded. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement, if received within 15 calendar days after the date of the publication of this synopsis. The Government will consider all information received by the response date. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. All submissions become Government property and will not be returned. Contractors are advised the Government will not pay for any information or administrative costs incurred in response to this notice of intent. The North American Industry Classification System code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.
