Description
Notice of Intent NOTICE OF INTENT The 502 Contracting Squadron, Joint Base San Antonio-Randolph (JBSA-Randolph), TX intends to award a sole-source purchase order to Battlespace Simulation, Inc. Lakewood Ranch, FL 34202 for the purchase to reinstate/renew maintenance for Modern Air Combat Environment (MACE) Software. This maintenance renewal is for software currently in use. Battlespace Simulations, Inc. is the developer of the MACE software and the only known source capable of providing the maintenance for the MACE software. Period of Performance: 30 September 2019 through 29 September 2020 Place of Performance: JBSA-Randolph, TX The North American Industry Classification System (NAICS) code is 511210, Software Publishers. There will be no written solicitation issued. This is an intent to purchase a sole source procurement under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b). This will be a Firm-Fixed Price (FFP) contract utilizing FAR Part 13, Simplified Acquisition Procedures. Firms desiring to challenge this sole source must submit an interest letter (e-mail is acceptable) demonstrating capability of meeting the requirement. The letter/e-mail must contain the following: (1) Current capability that demonstrates your company's ability to meet the above requirement, (2) Clear and convincing statement that competition would be advantageous to the Government and will not be cost or time prohibitive, and (3) Company name, point of contact, e-mail address, telephone number(s), type of business and size, Cage Code, and DUNS number. The contractor needs to be registered in the DoD System for Award Management (SAM) via the SAM website, https://www.sam.gov. The contractor must also be eligible to process invoices through Wide Area Workflow (WAWF) via the WAWF website, https://wawf.eb.mil. Companies or individuals who feel they can meet this requirement may submit a capability statement to either of the individuals identified below. This notice of intent is neither a request for competitive quotes nor a solicitation of offers. However, any responses received on or before 2:00 PM CST 13 September 2019 Central Time will be considered. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for determining whether to conduct a competitive procurement.
