Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. The National Institutes of Health (NIH) intends to negotiate a contract on a sole source basis with Symplur LLC, Upland, CA. The purpose of the contract is for the contractor to put in place an enterprise-wide social media monitoring tool that provides in-depth, health focused social media information, regularly updated data, workflow management, live streaming and analysis capabilities, and results insight, all in one place. The specific requirements include: • Identify influencers for NIH and on specific health and research topics to engage influencers in online conversation. • Live stream Twitter analytics for conferences. • Identify exactly where specific disease and health conversations are taking place and identify what communities should be engaged in a public health info dissemination campaign. • Discover the unique community culture characteristics for each disease and health community, which should inform all engagement strategies. • Listen to specific stakeholders. All healthcare conversations can be segmented by 15 pre-defined stakeholder groups including (Doctors, HCPs, Researchers, Pharma, Government, etc.) • Analyze trending issues that are gaining momentum among influencers on specific healthcare topics (i.e.Zika Virus). • Assist the healthcare community in its efforts to counter the spread of misinformation by targeting the sources with largest potential reach. • A 100% web-based solution that requires no IT support to implement or maintain Symplur Signals promotes deep understanding of the health and research field as seen by patients, doctors and other stakeholders with real-time access to insights from over a billion healthcare social media data points. Unlike many other social listening and analytic tools Symplur Signals is 100% dedicated to the health field. The Symplur platform is also more comprehensive than its competitors. By focusing solely on the health field, Symplur is able to provide much more detailed analysis on the health related topics that are central to the NIH mission. The Symplur platform also provides a live feature that no other platform features. This live feature is used during conferences, such as the Precision Medicine Initiative stakeholder conferences last year as well as the NIH Digital Summit to help integrate the online community into a real-time meeting. This makes NIH more accessible to those who are not able to travel to Bethesda, MD. Symplur is the ONLY source for a solution that can satisfy these requirements in their entirety from within a turnkey application. Responses The proposed acquisition action is for items and/or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b). If you believe you can provide the items or services, please forward capability statements to john.alozie@nih.gov by 5pm (ET) on Monday September 16, 2019 and reference solicitation number NIHOLAO-OD3-NOI-5498114. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any nonproprietary technical information in any resultant solicitation(s).
