Description
These specifications provide the requirements for construction and delivery of an all welded, marine-grade aluminum hull work boat to be used in the operation and maintenance of the inland navigation system locks and fixed crest dams on the Allegheny River. The boat is to be as specified herein as "the vessel". The vessel shall be delivered F.O.B. destination, transportation charges prepaid, to: U.S. ARMY CORPS OF ENGINEERS, Pittsburgh Engineer Warehouse and Repair Shop (PEWARS), 3500 Grand Avenue Pittsburgh, PA 15225. The Period of performance for the fabrication, testing, acceptance, and delivery of the two boats will be 540 calendar days. Following is a general description of the vessel. • The vessel shall be rated and have safety gear for a minimum occupancy of four (4) persons. • The hull length overall shall be approximately 40-feet to best suit the mission and functionality requirements. • Hull width shall be approximately 14-feet to best suit the mission and functionality requirements. • Configuration shall be deckhouse aft with a forward deck working area with sufficient clear area to accommodate a bow mounted breast derrick for hauling and transporting a system of buoys. • Foredeck shall be capable of supporting a uniform live load of 500 lbs. /ft2 over the useful deck area. • The load capacity of the vessel, not including the weight of the outboard motors and hoist, shall be 10,000 lbs. • Depth (draft) shall not exceed 24-inches at the lowest point. Draft shall be measured with full fuel, water, all vessel equipment, and a full complement of crew. • Freeboard (water surface to working deck) shall not exceed 24-inches (amidships) Freeboard shall be measured with full fuel, water, all vessel equipment and a full complement of crew. • An open flat deck design or a design using a bulwark is acceptable; however, a bulwark design shall have provisions for deck level access to the vessel by way of hinged doors, port and starboard, compatible with the dive ladder. • Propulsion shall be three (3) each 250-HP outboard engines equipped with engine guard, hydraulic jack plates, hydraulic tilt and trim, and helm pump steering. The engines shall be low emissions, electronic fuel injected, four stroke engines. Each engine alternator shall be of sufficient capacity to charge the starting batteries and to power DC powered electronic equipment and vessel navigation lighting and a separate invertor for operation of any AC powered electronic equipment. • Breast Derrick and Hoist (A-Frame). An all-aluminum electric, electric-hydraulic, or hydraulic operated breast derrick and hoist shall be provided at the bow of the vessel. The derrick shall have the capability of reaching over the bow of the vessel (luffing) at a distance of 10-feet from the bow head-log and retracting to a position over the longitudinal center of the fore deck sufficient to stow the load. The derrick shall have a capacity of 2,000 lbs. fully extended. The boom may be telescoping. • The vessel shall include two (2) jib cranes. The jib cranes shall be either electrically powered or electric hydraulic. If the cranes are electrically powered, they may be either AC or DC powered. • The breast derrick and jib cranes hoist shall be designed in accordance with 46 CFR 173.005 through 46 CFR 173.020, ASME B30.6, and Corps of Engineers EM 385-1-1 Chapter 16. A Professional Engineer stamped Naval Architect Analysis (NAA) shall be provided to demonstrate the following strength and stability criteria for the vessel: • A minimum of 12-inches of freeboard shall be maintained during lifting operations over the full range of derrick operation at full load. • The entire bottom area of the vessel shall remain submerged for all lifts. Any resulting award will be for one firm, fixed-price contract. The NAICS for this procurement is 336612 - Boat Building and the small business size standard is 1,000 employees. This procurement will be set aside 100% for Small Businesses. All responsible offerors are encouraged to participate. The solicitation will be issued approximately 30 August 2019, online through Federal Business Opportunities (fbo.gov), therefore, requests for hardcopies of the solicitation will not be honored. The contactor must be registered in the in the System for Award Management (SAM), have an active account and have completed the Representations and Certification sections prior to receiving a contract award.
