- Synchro plan from the last drydocking in 2010 at Bay Ship & Yacht Co. It shows the anode locations so they can be avoided when setting the drydock block locations Revised Pricing Sheet Revised SOW Revised Combined Synopsis/Solicitation AMENDMENT: -Revised Combined Solicitation/Synopsis, Revised Pricing Sheet, Revised SOW, and Synchro Plan from the last dry docking are attached. -Submitted Questions and Answers: 1. Q: 0001.5 Para. B.1 calls for (2) spot coats of AC at Freeboard. Surface prep for Freeboard is SP-6 blast (0001.4.A.2). Spot ACs not required. Please clarify Freeboard coatings requirements. A: A spot coat is not necessary if doing a complete SP6 blast on the freeboard. Contractors can disregard paragraph 0001.5 B.1. a. To clarify the freeboard coatings requirements, i. 1 full coat of AC ii. 1 stripe coat of AC over the welds and hard corners. I saw this done to an Army vessel earlier this year and I thought it would be a good way to assure that sufficient coating is applied to these generally rough, irregular areas. iii. 1 more full coat of AC. iv. 1 full coat of urethane. v. The Contractor won't have to paint in the hull number on the "bow" of the barge as described in paragraph B.7 because this area will be covered by a steel bolster as specified in 0001.8 D. The hull number will NOT be painted on the bolster because chain riding on it will wear it off. 2. Q: 0001.8 Para G specifies to provide quick release hook with option to convert from air remote release to electric. Vendor advises release hook is offered only as either air remote or electric remote. No option to convert. Please clarify desired option. A: Please provide and install a manual release only unit. We will abandon our notion to upgrade at a later date. The manufacturer advised me that manual release does not take a lot of effort, and assisted release is not a necessity for our application. 3. Q: Would you accept Ultra High Pressure water instead of sand blast? WJ2 would be the equivalent of SP6 and WJ4 would be the equivalent of SP7. A: Yes, after review of the process and advice from the paint manufacturer, the government will accept WJ-2 and WJ-4 as acceptable surface prep standards. SOW revised accordingly. 4. Q:Do you have a docking plan for the barge that you can provide? A: The government can provide the Synchro Plan from the last dry docking in 2010 which is now located in attachments. 5. Q: Do you want the anchor winch to free fall or power out? A: Power out. 6. Q: Will all respondents include the $20,000 for supplemental materials? A: Yes, this is NOT discretionary and all respondents must price this. The U.S. Maritime Administration (MARAD), Oakland, CA intends to award a firm fixed price purchase order for Potential Offeror to provide all labor and materials to accomplish dry dock surveys and repairs onboard FB-670 Ship located at the Suisun Bay Reserve Fleet 2595 Lake Herman Road, Benicia, CA 94510 in accordance with attachments. The requested period of performance is on or after September 23, 2019 and vessel leaving the Ship Yard to return to the Suisun Bay Reserve Fleet no later than December 31, 2019.
