Description
The Department of the Interior, Interior Business Center, Acquisition Services Directorate, Division IV, Branch III, Boise Office, plans to issue a modification for additional work under contract D16PC00024 for Phase Three (3) of the Fire Modeling Services Framework (FMSF) as needed to scale Interagency Fuels Treatment Decision Support System (IFTDSS) resources by system usage and to provide Service Oriented Architecture (SOA) prototyping efforts for incorporating wildland fire behavior models. The first two phases have incorporated the (current) IFTDSS/WFDSS fire behavior models to work as a service. This prior work was conducted in a hybrid environment that shared resources with IFTDSS. Phase 3 will concentrate principally on the following areas: a) Cloud: Evaluating ability to move to a new environment, testing and monitoring the FMSF in an independent cloud, and evaluating a hosting environment that is scalable more quickly. Model scalability, SysAdmin, user admin/roles, security and monitoring tasks will be investigated, tested and explored in this phase. b) Additional models: Continue to add additional wildland fire models, and, c) Scientific Modeling Sandbox (SMS): This will be a location where researchers and scientists can develop, test and vet new models and code without disrupting users. There are several options for implementing the sandbox including making copies of Development environment(s) and/or management of edit access to existing environment(s) through SMS user accounts/roles. Contract D16PC00024 was awarded to International Business Machines Corporation (IBM), 6710 Rockledge Drive, Bethesda, MD 20817. The NAICS Code is 511210, Software Publishers, and the small business size standard is $41.5m. The Product Service Code is D302, IT and Telecom “ Systems Development. The statutory authority for other than full and open competition is 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Responsible sources may submit technical capability statement along with business profile to Contract Specialist, Brian Workman at bworkman@ibc.doi.gov by 5:00 PM ET, September 19, 2019, which shall be considered by the Agency. Any information received will be treated as market research information for future of same or similar requirements. The Contracting Office reserves the right to pursue the single source negotiation or compete the requirement based on information received. Quotations or proposals received in response to this notice will not be accepted since THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES.
