- Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award Contract on a sole source basis to CGI, Inc. for enterprise Information Technology (IT), cyber-security systems and network engineering support and program support for Data Cloud Initiative and network modernization upgrades. This effort is to continue the network and data center effort that is redesigning current networks and consolidating data centers with an overall DOD mandated requirement to realize economic value by reducing cost and increasing efficiency thus reducing Total Cost of Ownership (TCO) through a common IT hardware framework and software defined networking and software defined data storage. CGI, Inc. has extensive knowledge of current technologies, to include but not limited to, Juniper Networks, Cisco, F5 Networks, Forescout Technologies, Solarwinds, Nutanix, VMware vSphere, VMware Horizon View, Liquidware ProfileUnity, Microsoft App-V, and Liquidware FlexApp. for the National Leaders Command and Control (NLCC) Mission Assurance (MA) Project at NORAD and USNORTHCOM. If the government were to re-compete this contract there would be at least a 6-month ramp up period that could entail an extensive costs for training and certification process for the new company to gain the expertise needed to continue and finish this work. The business and mission systems that they would have to become familiarized with would have to be trained at an additional cost and and would delay the data center redesign for at least one year. In addition, the Government has limited understanding of the software and no experience with the operational use of the application and its analysis process. The sole source contractor is currently the only source that can provide in depth understanding and operational use of this complex application and analysis process in the time frame required. The sole source contractor currently retains the majority of developmental and operational knowledge. The applicable NAICS Code is 541330 and the business size standard is $415M. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, interested parties may submit comments in writing to the Contract Specialist via e-mail to larry.hartpence@navy.mil. All responding vendors must be registered to the System for Award Management (SAM) website prior to award of contract. Information can be found at https://www.sam.gov/. A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government.
