Description

The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to solicit on a sole-source basis to EMA Design Automation, Inc. for the OrCAD PSpice Designer Plus, P/N: PO1540, and Maintenance. Lakehurst NAVAIR intends to procure this license from EMA, Inc. due to the fact that the workforce is trained and more are being trained in SPICE through this software. To switch to a different circuit simulator would cause delays, retraining, and a decrease in current capability that would not be recouped through competition. NAVAIR intends to procure under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. This notice of intent is for informational purposes only, and not a request for competitive proposals. However, if a party believes they can provide this support, they may submit a quote, along with a statement that demonstrates the vendor's technical ability to satisfy the stated requirements, prior to the closing of this announcement, which shall be considered by NAWC-AD LKE. The Government will not pay for any responses in regards to this notice.
