Description
Single Source Justification The U.S. Department of Energy (DOE) Western Area Power Administration (WAPA) Sierra Nevada Region (SNR) intends to solicit, negotiate, and award a firm-fixed-price purchase order under the simplified acquisition threshold to the City of Redding (777 Cyprus Avenue, Redding, CA 96001) under the authority of FAR 13.106-1(b)(1). WAPA-SNR requires utility services including electricity, water, sewer, fire protection services, and solid waste disposal at Redding and Keswick facilities. The proposed contract action will have a base period of performance of one (1) year, and four (4) additional option years, which may be exercised at the discretion of the Government. The Contracting Officer (CO) has determined that the circumstances of the contract action deem only one source reasonably available based on market research that confirmed the City of Redding is the only source available to provide the required utility services. The proposed contract action will be awarded using the procedures in Federal Acquisition Regulation (FAR) and Department of Energy Acquisition Regulation (DEAR) Part 12, Acquisition of Commercial Items, and Part 13, Simplified Acquisition Procedures. As the proposed contract action will be solicited from a single source, the solicitation will not be made available on FedBizOpps. The North American Industrial Classification System (NAICS) Code for the requirement is 221122 for Electric Power Distribution. The small business size standard for the requirement, as defined by the U.S. Small Business Administration, is 1,000 employees. The City of Redding has not identified as a small business for the applicable NAICS. Although the proposed contract action will be solicited from a single source, all responsible sources may submit a proposal or quote that will be considered by SNR. The Government will not be responsible for any costs incurred in response to this notice. Responses must be received by 8:00 AM Pacific Standard Time on 23 September 2019 to be considered. The CO intends to solicit, negotiate, and award to the City of Redding by 24 September 2019.
