- 19SNC32_SPECNOTE_ATT1 N0016419SNC32 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - LOW SMOKE / DUST DIVERSIONARY DEVICES - PSC 1395 - NAICS 332993 Issued Date: 16 SEP 2019 - Closing Date: 14 OCT 2019 MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: This is a request for information (RFI) as part of a market survey for a series of "Low Smoke / Dust" Diversionary Devices. The system capabilities, with associated threshold and objective requirements, are provided in the RFI attachment. Key performance parameters (KPPs) and key system attributes (KSAs) are annotated. In general terms, this diversionary device is desired to produce distracting sound and light output without producing or resulting smoke / dust / debris that obscures the vision of the users. The general form / fit / and function are envisioned as a hand thrown device. Responses can consist of either existing or proposed systems. Developmental efforts at the Technology Readiness Level (TRL) 3 or more mature can be considered. The government is interested in developmental proposals, information in mature systems, test samples for evaluation or any combination. Proposals and information should have sufficient detail to aid in candidate selection. This should include performance data or projections relative to the KPPs / KSAs in the attachment. Existing systems should have shipping (hazardous materials) authorizations already in place. Evaluation samples shall be provided at no-cost. In exchange, the government will provide copies of test reports. Additional requirements: •The device shall be capable of remote activation during testing. This can be associated with fixtures / lanyards and similar apparatus. •The device shall have sufficient identification markings to determine the type (number of bangs), manufacture and model (if applicable). •LOT number assignment, preferably IAW MIL-STD-1168. •Packaging easily carried by an individual. No two-man carry or larger containers. Organizations having access to demonstrated research and prototyping capabilities in this area are invited to submit literature, which describes the general approach, previous related work, and an estimate of overall costs and schedule (rough order of magnitude) in the form of a White Paper. Interested organizations should respond by providing the following information as relevant or available; cage code and or tax ID number, as well as size category (large, small, small disadvantaged, etc) a brief summary of capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. White Papers responses to this request are due by COB 14 Oct 19. Any sample material and / or demonstration events associated in this effort will be at the expense of the participating organizations (excluding expenses associated with Government personnel attending any demonstrations). No support of transporting hazards materials of any kind is associated with this notice.
