Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source fixed price contract with Life Technologies Corporation, 3175 Staley Rd, Grand Island NY 14072, for the purpose of procuring specialized laboratory instruments software. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516 Analytical Laboratory Instrument Manufacturing; the size standard is 1,000 employees. The FBI Laboratory's Chemistry Unit has a need to procure the GeneMapper ID-X (GMID-X) software upgrade v 1.6. The GeneMapper ID-X (GMID-X) is an automated genotyping software that is used for data analysis for forensic casework and DNA databasing. The FBI Laboratory's DNA units use GeneMapper ID-X to analyze raw data collected from a Capillary Electrophoresis Instrument to generate DNA profiles from evidence and reference samples to identify or exclude individuals from criminal and intelligence investigations. The GMID-X software has undergone extensive validation testing and is critical component to DNA analysis procedures in the FBI Laboratory DNA Units. The FBI Lab DNA units are currently using GeneMapper ID-X version 1.5. The DNA Units are performing an extensive review of all computers, instrumentation and robotics as part of plans to upgrade to the Windows 10 operating system by January, 2020 deadline. During this review, it was determined that an upgrade to a newer version of GMID-X (1.6) would be required to be compatible with Windows 10. As a result, the FBI Lab DNA units have identified available funding that can be used to purchase the minimum number of required licenses needed to avoid any interruption of the DNA review process. Based on market research, it has been determined that Life Technologies is the sole distributor of the GeneMapper ID-X (GMID-X) software upgrade v 1.6., and therefore it is the only company capable of fulfilling this requirement. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capabilities to respond to this requirement or submit proposals to this office by 5:00PM EST, September 20, 2019, by e-mail to the attention of Eliana York, Contracting Officer, at ecyork@fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. A Justification and Approval (J&A) supporting this procurement is available upon request. Vendors must be registered in SAM effective 29 July, 2012, to be eligible to receive a Government contract. The Offeror's information in SAM must be updated and accurate, and shall include Tax ID#, EFT, DUNS#, address and contact information. The EFT banking information on file in SAM will be used to process payment to vendors.
