DEPARTMENT OF VETERANS AFFAIRS Veterans Health Administration Service Area Office (SAO) Central Region 708 South 3rd Street, Suite 108E Minneapolis, MN 55415 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE. THE DEPARTMENT OF VETERANS AFFAIRS IS NOT SEEKING PRICING OR OFFERS OF ANY KIND. 1. In accordance with Federal Acquisition Regulation (FAR) Part 10 Market Research and Public Law 109-461, the Department of Veterans Affairs is conducting market research to ascertain if there are Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) concerns that are capable and willing to provide hospital beds and mattresses to facilities located in Veteran Integrated Service Network (VISNs) 10, 12, 15, and 23. This announcement is for informational and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. 2. The Department of Veterans Affairs (VA) has a requirement for providing hospital beds to VISN s 10, 12, 15 and 23. The medical products to be supplied include, but are not limited to Medical Surgical Beds, Bariatric Medical Surgical Beds, and Hospital Mattresses for both Medical Surgical and Bariatric beds. The Contractor shall provide all personnel, equipment, tools, materials, supervision, facilities, transportation, and other items and services necessary to perform this requirement. 3. An anticipated list of delivery locations can be found in Attachment A, Facility Locations and Estimates. Attachment A is an excel document consisting of four sheets that separates the requirement by VISN. Each sheet contains anticipated delivery locations, estimating the minimum and maximum quantities needed for each required product per location. Note: The list of locations and estimated quantities may change depending on facility needs. 4. The purpose of this notice is to determine interest and capabilities of potential qualified SDVOSB and VOSB concerns relative to the North American Industry Classification code (NAICS) 339113, Surgical Appliance and Supplies Manufacturing. The Small Business Size Standard is 750 Employees. The Small Business Administration (SBA) has issued a non-manufacturing waiver for NAICS code 339113. To make an appropriate acquisition decision for this requirement, the government will use the response to this RFI. The type of solicitation to be issued and the manner of advertisement will also depend on the response to this RFI. To be considered a SDVOSB/VOSB concern offerors shall be registered and verified in www.vip.vetbiz.gov. 5. This RFI contains three attachments: Attachment A Facility Locations and Estimates and Attachment B Statement of Work (SOW) and Attachment C Capability Assessment. The SOW defines project-specific activities, which includes deliverables, timelines, and detailed requirements. The Capabilities Assessment contains a list of questions that will be used to assist the Government in determining the capabilities of each vendor. All vendors responding to this RFI shall submit Attachment C in response to this RFI. Answers shall be provided for each question. A response of N/A is appropriate for any question that is not applicable to the vendor. Do not leave any answers blank. 6. Any questions regarding this RFI shall be sent via email to lenny.flagg@va.gov by close of business September 9, 2019. All questions will be reviewed, and all amendments/responses will be posted to Fed Biz Opps within a reasonable time. Questions received after September 9, 2019, will not be considered. Please include 10, 12, 15, and 23 Hospital Beds in the subject line of all correspondence. Telephone inquiries will not be accepted. 7.
