Page 3 of 3 Notice of Intent to Sole Source The Wilmington VA Medical Center (WVAMC), 1601 Kirkwood Highway Wilmington, Delaware 19805 has an urgent request for TCGRx Automated Unit Dose Packaging Machine (ATP2 320). This urgent request is for use in the inpatient pharmacy to replace the existing aging medication packaging machine, which is out of service support and has been experiencing unscheduled downtime. The VA has only located one vendor capable of providing TCGRx ATP2 320 and intends to issue a sole source contract to that vendor. This notice is being posted so that any unknown vendors who are capable of providing this item may come forward and express their interest and capability in providing TCGRx ATP2 320 to the VA. If your company/organization is capable of providing the required item, provide your entities capability statement to Justin Erdley, Contract Specialist by 09/18/2019 4:00 PM EST via email to justin.erdley@va.gov. In addition to your capability statement also provide any applicable distribution agreements regarding ATP2 320, the size and socioeconomic status of your company, and any other information pertinent to this requirement. Wilmington VA Medical Center Wilmington, DE 19805 SCOPE OF WORK AND GENERAL SPECIFICATIONS FOR PHARMACY AUTOMATED TABLET PACKAGER: TCGRx 1. INTRODUCTION: The Wilmington VA Medical Center s (WVAMC) Pharmacy Service requires updated medication automation to help reduce human error and improve patient care. This automation will provide medication fill throughout the entire medical facility through a 24 hour cart fill and to stock unit-dose medications in our automated dispensing cabinets (ADC). This technology will become a critical component in providing the highest level of customer service to other health care providers and our patients. 2. BACKGROUND: The WVAMC Pharmacy Department is responsible for packaging and dispensing of medications that are in the most-ready to use and unit-dose form possible to meet Joint Commission standards. Our current process involves a packaging machine that lacks automated safety measures that can lead to multiple medication errors if not caught prior to distribution throughout the hospital. 3. SCOPE: The Pharmacy Department is looking to acquire full automation for the Inpatient Pharmacy to maximize production and reduce manual checking thus removing the element of human error. The contractor is to provide on-site delivery, installation, implementation, and user training. 4. REQUIREMENTS: Automation tablet packager that provides: Barcode scanning/validation technology Self-calibrating canisters Automated tablet splitting function Redundancy option-interchangeable packaging unit Light up tray utilizing barcode verification 5. SPECIFICATIONS: 1- Automated tablet packager(ATP)2 320 canisters with unit dose or multi-dose packaging 1- Bullseye Kit (automatic tablet splitting capability) 10 canisters Database card Barcode scanner Cleaning brush and pen 1- HEPA Vacuum for ATP Cleaning 1- HEPA Replacement Filter 1-Canister Calibration Kit 1-Wide Lower Packaging Unit (LPU) for ATP 2 Include 1 rolling tray and cover On-site implementation and installation training Provide a trade in credit for equipment being replaced. 7. ROLES AND RESPONSIBILITIES OF CONTRACTOR Provide on-site implementation and installation training package Shipping of all products 8. ROLES AND RESPONSIBILITIES OF WVAMC Site preparation prior to arrival of equipment 9.
