- CCTV Requirement Description Statement of Work Combo Digital Audio/Video Surveillance System for 52 SFS/S2I (Investigation Section) This is a non-personal supplies/commodities contract to supply the 52d Security Forces Squadron Investigation Section with a digital camera system for building 317 for the purpose of recording witness/victim/subject interviews as well as the hallway/entrance surveillance. The Security Forces Squadron will not provide any supervision or control over the contractors when they are performing their services. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1. DESCRIPTION OF SERVICES: 1.1 Removal of existing system The current facility is equipped with two cameras mounted next to the entrance door of the 1st and 2nd floor of the building. These camera systems cannot be maintained and are no longer in use. The contractor shall to coordinate access to system as they are located in a secured area. The old existing cameras (a total of 5), cable, and one monitoring station shall be removed in an orderly manner with careful attention not to destroy or damage the structure components (when possible). The contractor shall remove existing equipment and release it to 52 SFS personnel at Spangdahlem AirBase. 1.2 Delivery and Installation of new system IP Video Solution for the investigation section Bldg. 317, Spangdahlem Airbase The Contractor must furnish all labor, supervision, materials, equipment, transportation, training, and management necessary to provide services in accordance with the stated requirements. 1.3. Functional specification The IP Video/Audio Solution is mainly used to record and monitor interrogations. The main purposes of recording police interrogations are: • to prevent torture and other ill-treatment during questioning, as well as to provide protection to investigators/detectives against false allegations (deterrence and protection); and • to secure evidence for legal proceedings (accountability). The electronic audio and/or video recording of police interviews represents an important additional safeguard. 1.4. Roomsurveillance 1. A room surveillance camera system shall be provided with surveillance cameras in each interview room, suspect booking room and waiting room. Systems need to be capable to provide a clear view of the entire rooms. In addition, the entrance door of the first and second floor hallway shall be monitored with no dead spots (spots of no visibility). At a minimum, the contractor shall provide four (4) 15 inch monitors for the investigator/detective offices, and two (2) 24 inch monitors inside the first and second floor hallway. 1.5 Monitor room The primary monitoring will be centralized on the second floor, room 204 in building 317. Requirements for the digital system: Event recording in a central file server. 1.6 Monitoring The surveillance system is required to monitor interviews/interrogations. All software licenses must be included. The following describes the monitoring room that will need to be outfitted. This is limited to camera and monitoring equipment. 1.7 Requirements for the primary monitoring room: a. One workstation showing all surveillance cameras of the interview rooms with a minimum monitor size of 43 inches. b. The system software must be able to dynamically arrange and control all views on the screens. 1.8 Specific Infrastructure and Surveillance SystemRequirements. 1. The contractor shall provide and install digital monitoring station with operating system software. 2. The contractor shall provide and install 8 TB of high available NAS4A storage (power supply and hard drive redundancy). 3. The contractor shall provide and install an UPS for the NAS, Switch andworkstations. 4. The system must have a capability to capture fast moving objects in low light conditions. 5. The system shall be able to store data externally on either a hard drive or a separate network attached storage (NAS) server for at least 30 calendar days. 2.0 System introduction and Training The contractor shall conduct a final system check with the customer to ensure 100% functionality as well as that all requirements have been met. An initial professional training for the delivered solution shall be conducted once the functionality check is completed and passed. Hours of operation: The contractor is responsible for conducting business between the hours of 0730-1630, Monday thru Friday except federal holidays. The contractor will also provide training on all functions of the cameras to include leaving instruction manuals for the equipment. The contractor will conduct a final system check of the camera system to ensure 100% functionality before completion. 2. OBJECTIVES: The objective of this project is to provide the 52d Security Forces Squadron with a digital CCTV camera/audio system. The new camera system will aid Investigators/Detectives with the interrogation process IAW AFI 31-115 where the use of a digital surveillance camera system is authorized. 3. SCOPE: The contractor will provide all personnel, equipment, tools, materials, vehicles, supervision, and any other items needed for the delivery and installation of the camera system. The contractor will perform to the standards in the contract and comply with all local, provincial and German governmental regulations. 4. SECURITY REQUIREMENTS: Contractor personnel performing work under this contract must be able to obtain the required security documentation and must maintain the level of security required for the life of the contract. 5. PHYSICAL SECURITY: The contractor shall not remove any government property from the premises, unless authorized by the security forces.
