- Notice of Intent to Sole Source: The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award for the procurement of three (3) types of Sub-Assemblies (VA-P8, VA-P9, VA-P10) and components for Virginia class and an Ohio-Class Guided-Missile Submarines (SSGN) Photonics Mast legacy dip loops to Ducommun Labarge Technologies (DLT). The Original Equipment Manufacturer (OEM), DLT, has manufactured all Virginia Class Photonics Mast legacy dip loops and SSGN Photonics Mast legacy dip loops pursuant to Military Specification MIL-DLT-31000, Technical data package. Technical development and manufacturing processes of both these items were performed by DLT during development of the Photonics Mast Program and, as such, DLT controls the drawings and manufacturing procedures for the Photonics Mast legacy dip loops. These drawings and processes are required to manufacture Sub-Assemblies and the full assemblies of the Virginia and SSGN Photonics Mast legacy dip loops, therefore, all procurements pertaining to Photonics Mast legacy dip loops and Photonic Mast legacy dip loop materials must go through DLT as they have full proprietary rights and they are not releasing it to any vendor. The Sub-Assemblies will be used to repair the existing equipment and begin the in house development of approved repair procedures. Ducommun Labarge Technologies (DLT) is the only entity capable of providing the three (3) required Sub-Assemblies. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 334418, Printed Circuit Assembly (Electronic Assembly) Manufacturing, with a Small Business Size of 750 employees. This notice of intent is for information purposes only. All sources eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within three (3) calendar days after publication of this notice, to the effect that comparable items are available, and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole source acquisition award will be made.
