Description

This is a Notice of Intent to issue a contract to Kansas State University, 211 camp Creek Complex, Manhattan, KS 66506 on a sole source basis. This requirement is to provide oversight of the continued development and testing of the IPPI-RAT(R) tool for DoD-wide use by FAP domestic abuse victim advocates (DAVAs) The sole source is based on the requirement that it is important that MC&FP FAP office has to continue without impediment. The delay in award will cause a delay in that recruitment of subjects and hiring of staff, and negatively affect the Dept of Army's Regional Health Command-Central (RHC-C) Institutional Review Board (IRB) approval for the study-which cannot be extended beyond 2020. This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. Interested parties with the capability of meeting the proposed requirements are requested to provide an email to the Contract Specialist listed above by the response date. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. It is at the sole discretion of the NAFI to not compete on a full and open competition basis.
