In accordance with "Definitions and Requirements for the Other Transactions Under title 10, U.S.C. §2371b" and DoD OTA Guide the "prototype project" in this pOTA is an Innovative Pilot Production Business Process that supports and promotes the Pre-clinical, Phase 1, and Phase 2a mission of the PBF. The prototype project addresses a proof of concept, pilot, agile development activity, and demonstration of technical or operational utility or combinations of the foregoing to include an Innovative Pilot Bio-Production Business Process. The total estimated amount of the effort is $60 to $90M for a period of 10 years. This range is an estimate based on achieving full rate production during this period of time. The primary purpose of this pOTA is for the USG to enter into a collaboration to create an innovative business arrangement supporting the WRAIR's newly renovated Pilot Bio-Production Facility (PBF) through a competitive process. Background: The WRAIR conducts research activities that are responsive to Department of Defense (DoD) and US Army medical needs and requirements that result in next-generation medical capabilities in the form of new vaccines, drugs, diagnostics, and knowledge that sustain Warfighter health and readiness, and provide medical advancements that elevate US and global public health. The WRAIR is functionally organized with three primary research and development Centers that are supported with additional administrative staff and infrastructure. The three centers are: the Center for Infectious Disease Research (CIDR), the Center for Military Psychiatry and Neuroscience (CMPN), and the Center for Enabling Capabilities (CEC). The Pilot Bio-Production Facility (PBF) is one of six branches within the CEC, along with the Clinical Trials Center (CTC), the Veterinary Services Program (VSP), the Research Transition Office (RTO), Statistics and Epidemiology (S&E), and the Gorgas Memorial Library (GML). The close proximity of the PBF to WRAIR's main research laboratories and the CTC, allow for design, preparation, fill, finish, and clinical (or non-clinical) evaluation of target compounds/candidates as an integrated capability that can be fully or partially accessible to the Awardee.
