- Updated SOW - Dorm Furnishings This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation ----55_CES_Dorm_Furnishings is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-03 (effective 12 July 2019). This requirement is a 100% Small Business Set-Aside. The NAICS code is 337122 and the small business size standard is 750 Employees. The following commercial items are requested in this solicitation; CLIN 0001 - COMMODITIES DORM FURNISHINGS UNSERVICEABLE ITEMS FOR B364, B365 & B367 •The purpose of this requirement is to purchase replacement furniture for missing, broken, or unserviceable items in Bldg. 364, 365 and 367. We plan to purchase ten (10) twin XL captain's beds, twenty (20) full XL captain's beds, ten (10) refrigerators, four (4) entertainment centers, five (5) coffee tables, seven (7) end tables, two (2) pub style tables, fifteen (15) lounge chairs, four (4) couches, eight (8) dining chairs, six (6) pub chairs and six (6) table lamps. Installation for all items, with the exception of the captain's beds and refrigerators, along with removal of old furniture is to be included. Telephone: 402-232-4200, Email: alyssa.vest@us.af.mil Statement of Work New Furniture Installation Buildings 365/364 Offutt Dormitories 19 August 2019 1.Program Overview: The work covered by this Statement of Work consists of all labor, tools, equipment, transportation, supervision, and materials necessary in performing all work required to install new furniture in buildings 364 and 365. It should include design of new areas, drawings, acquisition of new product, tear down and reconfiguration, use of existing product in design, and storage and inventory of existing demountable wall product. It is the intent of these specifications to govern the furnishing/installation/reconfiguration of Demountable Wall products for the Air Force Weather Agency (AFWA) at Offutt Air Force Base. 1.1. Minimum Specifications: The requirements contained herein are the minimum required specifications and features to be accepted under the resulting contract. 2.Scope of Work: The contractor shall furnish all labor, transportation, materials, equipment, special tools, expertise, supervision and services required to install the new furniture in buildings 364 and 365. 2.1 Installation: Installation shall be performed under the direct supervision of at least (1) full time factory trained and authorized installation representative, who is an employee of the local authorized contractor. All products will be installed in the listed location. Buildings are three floors with no elevators available. 2.2 Removal: During installation, the company will be responsible for removing the current recliners and taking them to DRMO on base. 2.3 Products: Products will be shipped within 90 days upon receipt of Purchase Request or using the Government Purchase Card (GPC), based on the Authorized Caller's Limitation letter. Use current inventory prior to new purchase. (Complete list of products with specifications and locations is at the end of this document.) 2.4 Manufacturer's Standards: The contractor shall assemble and install all items to meet industry and Manufacturer's standards and instructions. Workmanship and products shall be under warranty for 10 years. 2.5 Facility Damage: Contractor will be responsible for any damage to the facility that occurs during installation of the furniture in buildings 364 and 365. 2.6 Operational Requirements and Specific Tasks: The plans represent the best available information at the time they were prepared. While every effort has been made to correctly show all major existing items which will affect the work, it is recommended the contractor examine the site prior to submitting a bid. The Contractor shall verify all measurements at the site and shall be responsible for dimensions and proper installation of all materials. No additional payment will be made for extra work required by obstacles which were in place and clearly visible at the time of bidding. 2.7 Final Acceptance Inspection: Upon completion of all of the work, there will be a final acceptance inspection. Prior to scheduling the Final Acceptance Inspection, the contractor shall write a Punch list that shows all work the contractor believes must still be performed, including any remaining items from the deficiency list. The Punch list shall also contain the contractor's expected date of completion for each item and a column for actual completion date. The contractor shall add any items found to be deficient during the Final Acceptance Inspection and forward the Final Punch List to the Unaccompanied Housing office and the contracting office. 3.Government-Furnished Property and Services: The Government shall provide the facilities, fixtures, equipment, materials, and utilities in performing the reconfiguration and/or installation of Demountable Walls. 3.1 Property: Buildings 364 and 365, Offutt AFB dormitories 3.2 Utilities: The contractor shall ensure employees practice utility conservation. The contractor shall operate under conditions that prevent the waste of utilities. 4.General Requirements: 4.1 Hours of Operation: Working hours for the contractor will normally be between the hours of 7:30 a.m. and 4:00 p.m., excluding Saturdays, Sundays, Federal holidays and any ACC down days, if applicable. If the contractor wishes to work during periods other than above, additional Government inspection forces may be required. The contractor must request permission from the Contracting Officer to work during periods other than above sufficiently in advance to allow assignment of additional inspection forces when the Government Construction Representative determines the additional inspection force is reasonably available. If such force is reasonably available, the Contracting Officer may authorize the contractor to perform work during periods other than normal duty hours/days. 4.2 Security Requirements and Base Access: A Contractor ID Request Spreadsheet will be completed for all personnel who will need access to the base. The contractor shall ensure the pass and identification items required for contract performance are obtained and renewed (as required) for employees and non-government owned vehicles. Contractors shall access the base using the STRATCOM gate and all commercial vehicles will be required to go through the Search Pit before entering the base. All personnel will require a valid license to receive a pass, and the registration and proof of insurance will be required to gain access for any commercial vehicles.
