- Contracting Officer's memorandum The Defense Health Agency (DHA) has awarded a contract to fulfill an ongoing requirement for Walter Reed National Military Medical Center (WRNMMC) for a mass emergency notification system that has guaranteed 99.99% system availability with no downtime for maintenance or upgrades; owning and not outsourcing any part of its infrastructure; guaranteed speed of 10,000 voice calls and 30,000 text messages within 30 minutes; access to history of notifications; ability to produce ad-hoc reports; 24/7 customer support; ability to support 20,000 personnel; AND multiple active live redundant data centers in difference time zones with a 15 millisecond communication rate, ensuring that there is no service interruption or lost data if one data center were to fail. If an emergency were to have occurred during a lapse in performance of these services, WRNMMC personnel could possibly have suffered critical and fatal damage due to the lack of a disaster preparedness and notification system that could otherwise mobilize the appropriate plans of action to ameliorate emergencies. Due to this unusual and compelling urgency, as well as the latency in receiving the purchase requisition document prior to the lapse of the previous contract, the National Capital Region Contracting Division (NCR-CD) has acted under FAR Part 6.302-2 to award a contract to the previous incumbent. For the next iteration of this requirement, other sources will be considered for selection. Please submit a capability statement and quote if you believe you can provide and perform similar services.
