Source Sought Questionnaire Base logistics Services Base Logistics Services PWS dated 18 July 2019 SOURCES SOUGHT NOTICE BASE LOGISITICS SERVICES LOS ANGELES AFB, CA The 61st Contracting Squadron, Los Angeles Air Force Base (LAAFB), CA is seeking qualified 8(a) small business sources to provide Base Logistics Services in accordance with the attached Performance Work Statement. LAAFB is attempting to locate businesses which are experienced in base logistics services, capable of performing these services, and interested in fulfilling this requirement. This notice shall not be construed as a formal solicitation or obligation on the part of the Government to acquire any products or services. Any information provided to the Government is strictly voluntary and must be provided at no cost to the Government. A formal solicitation may be issued at a later date. The objective is to determine industry capability for these services. Vendors are invited to submit documentation (including applicable North American Industry Classification System (NAICS) information) demonstrating the capability to perform the requirements as described below. The anticipated NAICS code is 541614 (Process, Physical distribution and Logistics Consulting Services) with Small Business (SB) Size Standard of $16.5M. Description of Services Required: The 61st Civil Engineering and Logistics Squadron (61 CELS) and 61st Communications Squadron (61 CS) requires operations and maintenance support for Los Angeles Air Force Base (LAAFB) Logistics services. Services consist of providing all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform all Personal Property Processing Office, Passenger Movement, Cargo Movement, Vehicle Operations/Maintenance, Ad Hoc Events, and Information Technology Asset Management tasks and functions for LAAFB and Fort MacArthur. The services required are standard support services necessary to operate and maintain logistics services in accordance with the attached Performance Work Statement dated 18 July 2019. This requirement provides base support services consisting of vehicle operations, personal property, Transportation Management Office, and IT asset management for 5.2K customers. Additional services include transportation; cargo movement; PCS moves (in/out); shipping assets across the AF enterprise; and Equipment Control Officer duties for LAAFB Defense Reporting Activity (includes base-level oversight of 80 IT equipment accounts for LAAFB support, training, and guidance of unit level property custodians, as well as IT asset receiving, distribution, and turn-in services in support of Space and Missile Systems Center (SMC) operations). Los Angeles Air Force Base requires such support for day-to-day business and mission essential support to SMC and the 61st Air Base Group. Logistics services will support LAAFB, El Segundo, California. LAAFB and includes facilities within the Aerospace Corporation complex located across El Segundo Blvd from LAAFB. As well as three locations (Fort MacArthur, Pacific Heights, and Pacific Crest) in San Pedro, CA located approximately 20 miles south of LAAFB. The proposed Period of Performance includes a nine month base period with four one-year option periods and contract type will be Firm-Fixed Price. Note: The description provided is a summary of the required services and is not intended to be all-inclusive.
