Description
The Government's intend is to award a sole source contract based on FAR 6.302-1, Only One Responsible Source. The Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, California, intends to negotiate and award a contract using other than full and open competition procedures. Negotiations will be conducted with Raytheon Company 2000 E. El Segundo Blvd., El Segundo, CA 92045, in order to procure systems and software engineering services for the Airborne Electronic Attack (AEA) Integrated Product Team (IPT) located at NAWCWD, Point Mugu, CA. The major requirement for this effort is for engineering and test support services for the ALQ-249 NGJ currently in development for the EA-18G aircraft. The contract scope will include domestic, foreign military sales (FMS), and domestic/ foreign cooperative development efforts. The proposed contract will provide H16/H18/H20/H22 software support for NGJ pod and integration including requirements analysis, design, development, integration, testing, training, and tools related to and in support of ALQ-249 and advanced Electronic Warfare initiatives. The period of performance for the proposed acquisition will commence upon award and will continue for a period of five years. In accordance with FAR 6.302-1 Only One Responsible Source, Raytheon Company possesses unique capabilities that are not available from any other source. Raytheon Company, as the sole designer, developer, manufacturer and supplier of the NGJ for the EA-18G aircraft, possesses the unique capability and expertise that can satisfy the minimum needs of the Government. As a result, only Raytheon Company can ensure interoperability between software and hardware systems due to ongoing changes, upgrades, and system enhancements that are being made. The Government anticipates contract award in the fourth quarter of FY2020. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. Written responses shall be submitted by e-mail to Contract Specialist, Leah Ashmore, at leah.ashmore@navy.mil by 11:00 A.M. PST on October 3, 2019. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response, which shall be considered by the agency. The written response shall reference solicitation number N6893619R0060 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule. Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
