- Capability Request for Information (CRFI), USAF Center for Strategy and Technology (CSAT), The Blue Horizons Program The Blue Horizons (BH) Program is a Chief of Staff of the Air Force (CSAF)-chartered ‘think tank' that creates and tests prototypes at the frontier of strategy and technology. Every year, a select team of majors and lieutenant colonels pursue a topic of interest as directed by guidance from the CSAF. This year the CSAF has tasked BH to explore novel applications of technology that could provide the United States with a unique operational or strategic advantage. Note that BH is not interested in low technology readiness level (TRL) technologies, nor is BH interested in technology for technology's sake. Rather, BH is researching potential applications of new or existing technology that can change the way the Air Force fights in the future.
