Description
Archaeological Records Sharing, Maintenance and Development of a Project Module The Bureau of Land Management (BLM) intends to issue a sole source award utilizing Simplified Acquisition Procedures in accordance with FAR 13.106-1(b)(1)(i) and under the authority of FAR 6.302-1, to the Alaska Department of Natural Resources, 400 Willoughby Ave STE 500, Juneau, AK 99801 DUNS: 111188079 with an award amount of $26008.00. The NAICS is 926110 ADMINISTRATION OF GENERAL ECONOMIC PROGRAMS with no size standard as this is a State Government agency. The Bureau of Land Management in Alaska (BLM) is seeking to obtain by contract three products involving the management of information for archaeological sites on BLM land in Alaska, including the management of digital and geospatial data about those sites and associated records (hereafter called site records ). The first product is to provide digital access to all site records for archaeological sites on BLM lands in Alaska, through the Alaska Heritage Resources Survey (AHRS) database, which is exclusively managed by the State of Alaska Office of History (OHA). This product also includes maintaining existing site records and updating them with new site records, as needed. Second, the BLM seeks to coordinate with OHA on the development of a Project module in the AHRS database for displaying where archaeological survey work has been completed on lands managed by the BLM. This second product is required to implement the BLM National Cultural Resource Management Data Standard, as required by Instruction Memorandum (IM) 2018-079. Third, BLM requires a submission of all site records contained in the AHRS database to BLM on a quarterly basis for the purposes of implementing IM 2018-079. These three products will aid BLM s management of archaeological sites on BLM land in Alaska, as required by the Archaeological Resources Protection Act, the National Historic Preservation Act, and other relevant laws, regulations, and guidelines. No other business or entity can provide the services sought in this contract as OHA is the only entity with legal authority to manage site records for all of Alaska. This Special Notice is not a Request for Quotes. This notice of intent is to meet the requirements of FAR 5.101(a)(1), and is for information purposes only, therefore, no solicitation will result from this announcement. All sources eligible to provide this supply or service must respond in writing, response must be supported by clear and convincing evidence to clearly be able to provide services for products outlined above. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements.
