N0060419Q4084 Amendment A0002 The purpose of the amendment is to clarify the requirements of the solicitation, answer questions received and extend the solicitation s close date. 1. The Solicitation s close date shall be extended to 2:00 p.m. HST on 20 September 2019. 2. The following questions have been received and below are the Government s responses: a. Question: To clarify the Government is requesting all monitors to be COMMERCIAL/PROFESSIONAL grade with minimum 3-year warranty. Government Response: Yes. The Government is requiring commercial/professional grade with minimum 3-year warranty. b. Question: For Room 293- Does the Government require the 90 displays to provide Audio, or just the ceiling speakers? Government Response: Just the ceiling speakers is acceptable. c. Question: For Room 257- Does the Government want a Pan/tilt/zoom Camera that is compatible with current and future requirements in lieu of Logitech consumer grade webcam. Government Response: The Government has removed the webcam requirement. d. Question: Room 257, System Hub. Will more than one device be connected at a single time and will there be a need to switch between the different devices? Government Response: No. Only one device at a time. However, the System must have both a HDMI and DisplayPort connection to accommodate the NMCI computer (desktop and Monitor) connection or a laptop (HDMI). e. Question: Hickam Class Room. Does this also need/include VGA and audio inputs? Government Response: No VGA. The System must have both a HDMI and DisplayPort connection to accommodate the NMCI computer (Desktop and Monitor) connection or a laptop (HDMI). f. Question: Regarding the wall mounts, is there a preference: Flat mount, Tilt mount and articulating mount. Government Response: Flat or fixed mount. g. Question: Please verify the requirement of 1080p monitors with 4K infrastructure, the difference between 1080 and 4k monitors could be as much as $10,000 in the big rooms. Are you looking to upgrade from 1080p to 4K in the future? Is this the reason for 4K capable infrastructure? Government Response: For rooms that will have 1080p monitors/displays the requirement shall be 1080p infrastructure. For rooms that will have 4k monitors/displays the requirement shall be 4k infrastructure. h. Question: If the requirement is for 4K displays, your RFQ does not specify 4k/60 which is the Professional standard. There is also 4k/30 which is OK, but not as good a picture as 4k/60. Advise you SPECIFY 4K/60 as the standard, as it is what the computers are using. (4K/30 is 30 frames per second vs 4K/60 is 60 frames per second). Government Response: The requirement is 4K/60. i. Question: Verify requirement to remove existing screens, whiteboards, and projectors. Government Response: The Government has removed the requirement. j. Question: Is there a reason you went with Philips vs Sharp on the 75 displays for room 262? Government Response: The room changed from an interactive display to a noninteractive display. The Government is utilizing a Brand Name or Equal specification. Other Brand/Models can be offered if they meet or exceed specified brand/model. k. Question: Please verify the requirement of a webcam conference capability for room 257; it was discussed that this requirement may be removed as it is planned for future NMCI compatible VTC. You specify a consumer Logitech Camera model from Best Buy or Amazon. It is designed to attach to the top of a computer, not intended to be used for larger groups, it also has only one mic that connects USB into your computer. If you re looking to use this for Skype meetings or other VTC type of work, you may have issues with the quality of the setup. Government Response: The Government has removed the webcam requirement. l. Question: Please verify that NAVFAC will provide electrical requirements where needed. Electrical outlets are needed for each display and VTC and are needed in the same location of each display. Government Response: No. The Government and Contractor shall determine the mounting locations based on utilizing pre-existing electrical outlets. m. Question: Room 257: Verify temporary webcam setup. Recommend VTC with ceiling mics / speakers coverage issues using webcam vs VTC + ceiling mics and speakers. Government Response: The Government has removed webcam requirement. n. Question: Room 262: Recommend installation of ceiling speakers vs soundbar for room coverage. Can ceiling speakers be provided in lieu of the specified soundbar? Government Response: Ceiling speakers may be offered in lieu of but the minimum requirement remains a sound bar. o. Question: Room 262 only specifies HDMI / Display Port. Confirm there is no VGA or audio requirement? Government Response: Correct: The System must have both a HDMI and DisplayPort connection to accommodate the NMCI computer (desktop and Monitor) connection or a laptop (HDMI). p. Question: Room 292: Recommend installation of ceiling speakers vs soundbar for room coverage. Can ceiling speakers be provided in lieu of the specified soundbar? Government Response: Ceiling speakers may be offered in lieu of but the minimum requirement remains a sound bar. q. Question: Room 293: re-use (4) existing ceiling speakers recommend replacing all with new equipment Government Response: New speakers may be offered in lieu of but the minimum requirement remains connecting to the existing speakers in room 293. r. Question: Hickam Classroom. Recommend installation of ceiling speakers vs soundbar for room coverage. Can ceiling speakers be provided in lieu of the specified soundbar? Government Response: Hickam s ceiling is concrete. The requirement will remain as a sound bar. s. Question: Hickam Classroom only specifies HDMI / Display Port. Confirm there is no VGA or audio requirement? Government Response: No VGA. System must have both a HDMI and DisplayPort connection to accommodate the NMCI computer (desktop and Monitor) connection or a laptop (HDMI). t. Question: Hickam Class Room not visited Please provide an estimate of the size of room. Government Response: Classroom holds approximately 35 people with table/chairs. Slightly larger than 262. See attached photos. 3. The Solicitation s requirements attachment has been revised. See Revised Requirements 19 Sept 2019.pdf A summary of the changes are below: a. The Government has removed Room 257 s requirement for a webcam. b. The Government has revised the requirements for System Hubs/Inputs. c. The Government has removed the requirement for the incidental removal work and incidental patching and painting. The Government shall be responsible for the removal and disposal of the drop-ceiling mounted projectors, wall-mounted retractable projector screen, and wall-mounted dry-erase boards.
