Description
Description of Requirements The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) Geotechnical and Structures Laboratory (GSL) has a requirement to purchase two new Maingear personal computers that are compatible with the Autonomous Navigation Virtual Environment Laboratory (ANVEL) in accordance with FAR Part 6.302-1 to Origin PC Corporation (Cage: 6AV94). The equipment intended for procurement is included in the attached Performance Work Statement. The ERDC GSL is developing the Mobility System for Crossing Off-Road and Urban Terrain (MSCOUT) as part of the Maneuver in Complex Environment program. MSCOUT aims to provide increased mobility and op-tempo of manned and unmanned ground vehicles in complex urban environments. To enhance the development and evaluation of MSCOUT, a Software-In-The-Loop (SIL) simulation environment is being created using ANVEL, which is a desktop application built specifically for research, develop, testing and evaluation of intelligent and unmanned ground vehicle systems. The MSCOUT SIL simulation environment will include multiple computational and visual components, each with trivial processing requirements. This requires a high-powered workstation with high performance processing and graphical capabilities required to load and visualize large, complex virtual urban environments while maintaining real-time performance. Maingear has been identified as the customized workstation that can meet the computational requirements. Only a few vendors offer customizable workstations that can meet requirements, but Origin PC is the only vendor with parts lists that allows the required configuration. The associated North American Industrial Classification System Code (NAICS) code is 334118, Computer Terminal and Other Computer Peripheral Equipment Manufacturing, with a Size Standard of 1,000 employees. This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offeror's list, or to receive a copy of any solicitation. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Note: In order to be eligible for award of the Government contract, vendors must be actively registered in the System for Award Management (SAM), have no exclusions, and complete the FAR and DFARS representations and certifications. Responses to this requirement may be submitted to Angie Stokes at angela.m.stokes@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 12:00pm CST, 23 September 2019.
