Veterans Health Affairs, Network Contracting Office 5, is issuing this Notice of Intent to Sole Source to identify any potential sources that have the resources and capabilities to provide Upgrade to existing V05 Hyper Converged Infrastructure Hosting System (Nutanix) Award to be made: Authorized Reseller Partner FCN FCN Technology Solutions 12315 Wilkins Avenue ROCKVILLE, MD 20852 NASA SWEP Contract Number: NNG15SC71B The highly integrated biomedical Nutanix: Hyper Converged Infrastructure Hosting Platform is the central point for hosting medical applications/information systems such as: anesthesia, cardiology, pharmacy, emergency care, lab, oncology, radiology, PACS, and telemedicine. VISN 5 is requiring the existing Nutanix Hyper Converged Infrastructure (HCI) solution to be upgraded/expanded within 12 months of contract award along with training (offsite) of fourteen VISN 5 employees for both topics of hardware and hyper converged software administration/ management. The current VISN 5 Nutanix System s (Clarksburg and Baltimore) maintenance, licensing and product support will be consolidated into option years of this scope. Additionally, a virtual desktop infrastructure (VDI) option to support the deployment of planned VISN clinical information system deployments. The Contractor shall provide all labor, personnel, equipment, tools, materials, supervision and other items and services necessary to install hardware, deploy software for a virtual environment solution to provide redundant hosting of medical applications and data. This is to be a completely turnkey solution with the Contractor providing all hardware, software, licenses, cables, servers, etc. to deploy the solution. The Contractor shall provide all communication ports, protocol and other related requested information as needed. The Contractor is responsible for physical installation of all hardware while the VA will provide the necessary infrastructure. The Contractor is also responsible for configuring in entirety all servers and software solutions. The Contractor will provide professional services for project management, all requested system customization services, installation services, and technical support and troubleshooting for the implementation of the system. The Contractor will also provide all requested system documentation regarding the networking and set up of the system, to include administrative passwords. The Contractor is not guaranteed remote access to perform any of these services and may need to come onsite to the Medical Center as necessary to complete the project. This visit is to be scheduled in advance with the VAMC s Biomedical Engineering department. Contractor shall check in with Biomedical Engineering prior to visiting the worksite. Service report shall be provided within 15 business days of work completion. Contractor shall submit all removable media to be used on a VA system to Biomedical Engineering for scanning with anti-virus software prior to use on the system. In the case of equipment turn-in, exchange, repair or replacement hard drives used by the VA shall be removed from the equipment and remain in possession of VA this includes loaned or rented equipment. Property Damage: The contractor shall take all necessary precautions to prevent damage to any government property. The contractor shall report any damages immediately and shall be assessed current replacement costs for property damaged by the contractor, unless corrective action is taken. Any damaged material (i.e., trees, shrubs, lawn/turf, cubs, gutters, sidewalks, etc.) will be replaced in a timely manner or corrected by the contractor with like materials, at no extra cost to the government, upon approval of the Contracting Officer. Information technology security requirements: The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract. The contractor shall comply with all Federal laws and regulations the VA has developed when VA sensitive information is accessed, used, stored, generated, transmitted, or exchanged by and between VA and a contractor. The information made available to the contractor by VA for the performance of this contract will be used only for the purposes of performance under this contract. The certification and accreditation requirements do not apply to this requirement and a security accreditation package is not required. Personnel, Clearances and Privacy Considerations: The Contractor will ensure that their personnel and subcontractor personnel meet the privacy standards as set forth by HlPPA (Health Insurance Portability and Accountability Act of 1996) with respect personal and confidential information that they may come upon, while servicing medical equipment Identification, Parking, Smoking, Cell Phone Use and VA Regulations: The contractor's employees shall wear visible identification at all times while on the premises of the VA property. It is the responsibility of the contractor to park in the appropriate desig nated park ing areas. Information on parking is available from the VA Police-Security Service. The VA will not invalidate or make reimbursement for parking viola tions of the con tractor under any con ditions. Smoking is prohibited inside any buildings at the VA. Cellular phones and two way radios are not to be used within six feet of any medical equipment. Posses sion of weapons is prohibited. Enclosed containers, including tool kits, shall be sub ject to search. Violations of VA regulations may result in a citation answer able in the United States (Federal) Dis trict Court, not a local district state, or municipal court.
