Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this synopsis is to make notice of a proposed contract action for Hurricane Florence Recovery MILCON Package 2 at Marine Corps Base (MCB) Camp Lejeune, North Carolina (NC). Package 2 consists of CLB Headquarters Facilities Replacement (P1199F), 2D Tank BN/CO Headquarters and Armory Replacement (P1300F), Replace Regimental Headquarters 2DMARDIV (P1509F), 1/8 BN Headquarters Replacement (P1520F), 22nd, 24th and 26th MEU Headquarters Replacement (P1522F), 2D TSB Headquarters Replacement (P1524F), Environmental Management Division Replacement (P1525F), Marine Corp Advisor Battalion (MCAB) Headquarters Replacement (P1529F). PROJECT DESCRIPTION: This solicitation will result in a firm-fixed price (FFP) contract for design-build (DB) construction services. This Package include the following MILCON Projects: P1199F - Combat Logistics Battalion (CLB) Headquarters Facilities Replacement: Constructs three-7,500 square foot headquarters facilities for CLB 2, CLB 6 and CLB 8. Each facility will be a steel frame with reinforced concrete masonry unit with reinforced masonry walls, brick veneer, reinforced concrete floors, and standing seam metal roof. Site Improvements includes demolition, utilities, and a parking lot. P1300F - 2D Tank Battalion/Company Headquarters and Armory: Constructs a 25,000 square foot steel frame battalion/company headquarters facilities with reinforced concrete masonry unit with reinforced masonry walls, brick veneer, reinforced concrete floors, and standing seam metal roof. The facility includes administrative and support space necessary to conduct the day-to-day operations of 2D Tank Battalion. Also constructs a 8,400 square foot low-rise reinforced concrete masonry unit Armory building with structural walls supported on pile foundation, structural steel framing, reinforced CMU walls with brick veneer, and reinforced concrete roof with standing seam metal roof. The facility includes administrative space and secure storage for crew serve weapons. Construction also includes a 4,700 square foot covered cleaning area for the armory. Site improvements includes demolition, utilities, and parking. P1509F - Replace Regimental Headquarters 2D Marine Division: Constructs four low-rise regimental headquarters totaling 49,000 square feet for 2D, 6TH, 8TH, and 10TH Marines with reinforced concrete masonry unit with reinforced masonry walls, brick veneer, reinforced concrete floors, and standing seam metal roof. These facilities includes administrative and support space necessary to conduct the day-to-day operations of regimental headquarters. Site improvements include demolition, utilities, and parking. P1520F - 1/8 Battalion Headquarters Replacement: Constructs a 23,200 square foot low-rise steel frame battalion headquarters facilities for the 1/8 Marines with reinforced concrete masonry units with reinforced masonry walls, brick veneer, reinforced concrete floors, and standing seam metal roof. This facility includes administrative and support space necessary to conduct the day-to-day operations of 1/8 Marines battalion headquarters. Site improvements include demolition, utilities, and parking. P1522F - 22nd, 24th and 26th Marine Expeditionary Unit Headquarters: Constructs a 43,000 square foot Multi-Story steel frame Headquarters and Academic Instruction Building for the 22nd, 24th, and 26th Marine Expeditionary Unit (MEU) with reinforced concrete masonry unit with reinforced masonry walls, brick veneer, reinforced concrete floors, and standing seam metal roof. Facilities will include the support space necessary to conduct the day-to-day operations in support of the MEUs Headquarters and Training mission. Site improvements include demolition, utilities, and parking. P1524F - 2D Transportation Support Battalion Headquarters Replacement: Constructs a 17,400 square foot low-rise steel frame headquarters facility for the 2D Transportation Support Battalion (TSB) with reinforced concrete masonry units with reinforced masonry walls, brick veneer, reinforced concrete floors, and standing seam metal roof. This facility includes administrative and support space necessary to conduct the day-to-day operations of a battalion headquarters. Site improvements include demolition, utilities, and parking. P1525F - Environmental Management Division Replacement: Constructs a 10,200 square foot administrative, operational vehicle garage, classroom and supply warehouse for the Resource Conservation Recovery Section of the Environmental Management Division (RCRS-EMD). Building to be single-story reinforced concrete masonry unit on concrete pile foundations with structural steel framing, reinforced masonry walls with brick veneer, reinforced concrete floors, and standing seam metal roofs. The facility includes support space necessary to conduct day-to-day operations of RCRS. Site improvements include demolition, utilities, and parking. P1529F - Marine Corps Advisor Battalion HQ Replacement: Constructs a 37,000 square foot low-rise steel frame facility for the 2D Marine Corps Advisor Battalion (2D MCAB) with reinforced concrete masonry units with reinforced masonry walls, brick veneer, reinforced concrete floors, and standing seam metal roof. These facilities includes administrative, support, and operational space necessary to conduct the day-to-day operations of the 2D MCAB. Site improvements include demolition, utilities, and parking. The anticipated completion time for this contract is 1,826 calendar days after award. This solicitation is being advertised as "Unrestricted" for full and open competition. This is a two phase source selection procurement requiring both non-price (technical and past performance) and price proposals, and will utilize the best value continuum process at FAR 15.101-1, tradeoff. The solicitation evaluation factors for the award will state that all technical factors, when combined, are of equal importance to past performance; and all evaluation factors other than price, when combined, are significantly more important than price. It is anticipated that Phase 1 will include the following non-price evaluation factors: Technical Approach, Corporate Experience, and Past Performance. It is anticipated that Phase 2 will include the following non-price evaluation factors: Safety, Technical Solution, Project Management/Schedule, and Small Business Utilization. Phase 2 will include the Price evaluation factor. Large business concerns are required to submit a subcontracting plan prior to award of the contract. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 236220 - Commercial and Institutional Building Construction, and the Small Business Size Standard is $39,500,000. In accordance with DFARS 236.204, the magnitude of construction for this requirement is between $100,000,000 and $250,000,000. This office anticipates award of a contract for these services by 20 July 2020. Market Research was conducted in accordance with FAR 10.002(b) and included an Industry Day held in Charlotte, North Carolina on 20 August 2019. Based upon analysis of the data considered, and in accordance with FAR 19.501(c), the Contracting Officer has determined that there is not a reasonable expectation that an adequate number of Small Business firms would respond to or be qualified to perform the requirements of this solicitation. NAVFAC Mid-Atlantic's Office of Small Business Programs concurred with this decision on 04 September 2019. The drawings and specifications for this project will be posted with the Phase 2 solicitation amendment and are not available at this time. The Request for Proposal (RFP) will be issued on or about 7 October 2019. Documents will be in Adobe PDF file format and downloadable from the FBO (www.fbo.gov) website. Contractors are encouraged to register for the solicitation when downloading from the website. Only registered contractors will be notified by email when amendments to the solicitation are issued.
