- Description
- On September 19th, 2019, in accordance with 10 U.S. Code § 2371b, the Army Contracting Command - Orlando has awarded an Other Transaction Agreement (OTA) via the Training and Readiness Accelerator (TReX) for the Model-Based Product Support (MBPS) prototype project. A Request for Solutions for these efforts was issued through TReX on March 20, 2019, which resulted in the submittal of 10 total responses. As a result of a multi-stage competition, the prototype project was awarded to Accenture Federal Services LLC located in Arlington, VA. The total value of this prototype project, if all phases and options are exercised, is $11,301,002.94. The United States Navy desires a prototype MBPS system with enterprise and field level capability to effectively and efficiently acquire, field and sustain weapon systems' digital twin and enable appropriate predictive analysis and modeling tools that can improve material availability and reliability, increase operational availability, and reduce Operation and Sustainment (O&S) cost. The delivered prototype solution(s) will be part of the MBPS family of integrated systems and must support both ashore and afloat that are Cyber Secure and auditable. The MBPS services portfolio is composed of Navy Product Data Management (NPDM), Navy Common Readiness Model (NCRM), and Navy Data Acquisition Requirement Tool (NDART). Upon successful completion of this prototype effort, the Government anticipates that a follow-on production effort may be awarded via either contract or transaction, without the use of competitive procedures if the participants in this transaction successfully complete the prototype project as awarded. The Government defines success as the vendor(s) successfully completing each Production Readiness Reviews (PRR). The PRR assesses production readiness of the prototype. The completion of the PRRs along with deliverables, test results, acceptance and security checks in the government approved environment and required supporting documentation support successful completion for each Gate of this prototype effort. Note: Should the selected vendors fail to demonstrate progress or be unsuccessful in the accomplishment of the goals of this prototyping effort, the Government reserves the right to return to the results of this competition and award additional Other Transaction Agreements to one or more of the vendors that responded to the initial Request for Solutions, as appropriate within the scope and evaluated results of the competition.
