Attachment 2 - BTIS Statement of Work Attachment 1 - BTIS LPTA Criteria (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are hereby requested. A separate written solicitation will not be issued. (ii) This is a request for Quotation (RFQ) is being issued via solicitation number 75H70419Q00063. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. (iv) This requirement is a Woman-Owned Small Business (WOSB) set-aside and the associated NAICS is 611710, Educational Support Services with small business size standard of $16.5 million. (v) The Contract Line Items (CLINs) and/or pricing structure can be found in the ‘Evaluation Factors” attachment. (vi) The purpose of this project is to evaluate the effectiveness of an evidence-based and culturally adapted Basic Tobacco Intervention Skills (BTIS) Certification Program for Native Communities and the Instructor BTIS for Native Communities certification program. The Indian Health Service, Health Promotion/Disease Prevention (HP/DP) program focuses on promoting primary and secondary prevention among American Indian/Alaska Native (AI/AN) communities to address the leading causes of preventable death related to modifiable risk behaviors. Of the ten leading causes of death for AI/AN populations, seven reflect excess rates of mortality from chronic diseases, i.e., heart disease, cancer, and diabetes. Cigarette smoking is a significant risk factor for these diseases and smoking prevalence remains the highest among AI/AN adults at 33.9 percent compared to 15.2 percent among non-Hispanic whites. To address commercial tobacco use and exposure to secondhand smoke, IHS collaborated with the University of Arizona to customize and deploy an evidence-based brief intervention model that can be used in a variety of healthcare and community settings by health care providers, nurses, behavioral health, nutritionists, and Community Health Representatives. The HP/DP program has provided BTIS and BTIS Instructor Certification training to IHS, Tribes and Urban staff in order to build a team of local instructors to train new staff and to increase the awareness of the negative health effects of tobacco use and exposure to secondhand smoke.
