Description
This Amendment is to include the Statement of Need that was inadvertently left out of this notice and this amendment also extends the closing date until 09/20/2019. Statement of Need TITLE OF CONTRACT: Veterans Health Administration Mobile Folding Rapid Deploy Shelter. SCOPE OF WORK: Veterans Health Administration (VHA) / Office of Emergency Management (OEM) currently has a requirement to procure expandable self-contained standalone mobile folding shelters that will serve the Veteran and civilian populations as medical clinics providing additional storage capabilities for medical consumables as well as waiting room space. The shelters would be used to create an efficient clinic system which is a model of traditional primary care. These shelters must be interconnectable to preexisting VHA OEM shelter resources. Parts must be interchangeable as well as the ability to utilize the mobility transport shelter trailers to create redundancy and efficieny during emergency operations. Requirement: The temporary rigid shelter must be self-contained for Heating, Ventilation, and Air Conditioning (HVAC), be completely transportable without the use of Material Handling Equipment (MHE) and set up in less than 60 minutes with 3 personnel, thus providing fast response rate which is extremely durable and energy efficient. Additionally, these shelters must have interconnectable to preexisting VHA OEM resources. These units would be positioned at strategic locations which would allow the units to be deployed in a rapid response to an incident/event. The contractor shall perform the mandatory tasks and provide specific deliverables described below within the performance period stated in this Statement of Need (SON) Provide folding rapid deploy shelter - The contractor will provide four (4) folding rapid deploy shelters that contain at a minimum total of 250 ft2 each. Each shelter shall be divided into two (2) separate rooms, each room with one (1) exterior entry/exit doorway and one (1) window. Construction Will be constructed so that each is reinforced to be able to withstand movement over the road. This reinforcement must protect the folding rapid deploy shelter to maintain the exterior integrity allowing it to be successful in rapid deployment. Exterior of shelter - Will consist of hard side walls, roof and floor. The walls, roof and floor should fold and unfold in a manner that allows the unit to travel within the legal dimension over the road. The folding rapid deploy shelter, once expanded will consist of connections that will allow interconnect ability to preexisting VHA OEM resources. Leveling of shelter - Must have a mechanism in place to allow it to be leveled on surfaces that consist of hard stand (blacktop, concrete) as well as grass, dirt, gravel areas. The folding rapid deploy shelter should be constructed so that a maximum of three (3) unskilled laborers can deploy/redeploy within 60 minutes Shelter Entry Ways - Will have two (2) exterior doors total. Each door entering a separate room. The doors into the structure will be Americans with Disabilities Act (ADA) compliant. All door thresholds should be designed to allow a wheelchair to maneuver without difficulty. Windows The shelter interior will be two (2) separate rooms. Each separate room will have a minimum of one (1) window, which can be opened to allow air circulation as necessary. The window must have a locking mechanism in place. A screen covering the open portion of the window must be provided. A window shade will be provided for privacy. Awning - Will have a deployable awning unit outside of the exterior doors that will provide shade and shelter during rain or other inclement weather. HVAC - Will be equipped with Heating, Ventilation and Air Conditioning (HVAC) that is attached to the unit and has the duct work installed inside of the walls/ceiling allowing sufficient air flow to cool and heat the inside. The Unit must be able to maintain a constant interior temperature of 68o-70o Fahrenheit, with outdoor temperatures ranging from -25o to 120o Fahrenheit. Power - Must be wired for 120/240 volt electric, 125-amp single phase convertible load center. There must be at least a 100 amp break for permanent power connections for shore power/generator. Each room will have a minimum of four (4) 110v duplex outlets located within the walls, eight (8) outlets total per shelter minimum. Power Connections Will have external electrical connections that will allow the unit to be connected to shore power and generator power. Generator - An appropriate size generator that can power the unit to the above specifications will be provided. The generator will be outfitted in a manner that allows it to be maneuvered by hand or other means that does not require material handling equipment (forklift etc.). Tie Down System - The unit will be constructed so that it can be secured during heavy winds. The building will be designed to sustain wind speeds up to 130 mph. The tie downs straps will be provided. Outside Appearance - The outside of the unit will be white in color and branded with the Veterans Affairs Logo on all four sides of the structure. Interior Rooms There will be two (2) separate rooms inside of the shelter. Each room will have a separate entryway from the exterior. There will be no opening to connect the two (2) separate rooms from the interior. Interior Walls - The interior walls will be made of a solid material that will allow them to be cleaned and disinfected without causing any damage to the finish. Flooring - The flooring inside of the folding rapid deploy shelter will be of a membrane material that will allow the floors to be damp mopped without causing water damage. The floor should consist of a texture that prevents slippage under dry and wet conditions. Data Ports - Will be equipped with a minimum of four (4) Dual USB outlets and four (4) CAT 6 data ports in the shelter total. The data ports will be equally distributed between the two (2) rooms. The data cables will be routed through the walls of the unit and all terminate at one central location. The CAT 6 cable and each data jack will be labeled identifying the destination. All data jack connections will be tested to CAT 6A standards. Trailer or Method of Movement - The folding rapid deploy shelter will be moved on a trailer that can be towed with a standard ball hitch or pintle hook. This trailer must be road worthy according to Department of Transportation (DOT) guidelines and have all appropriate lights, brake lights and turn signals. The trailer will be equipped with electric brakes and has a 7- pin connector providing electric and control to the brakes and lights. Upload/Offload of Shelter - The unit will be constructed to upload and off load from a trailer using only integrated mechanisms and without utilizing any additional material handling equipment such as a forklift or crane. Storage Compartments on Trailer - The trailer will have storage compartments permanently mounted to allow storage of additional equipment as deemed necessary by Veterans Health Administration Office of Emergency Management (VHA OEM). All compartments will be keyed alike. Utility Trailer The utility trailer should contain the following items within the frame: Generator Appropriate size generator mounted and can be easily removed for positioning near the deployed shelter. Fire Extinguishers - Fire extinguishers mounted inside according to the applicable laws and statues will be provided for each of the shelters. Entry Ramps - Must conform to the ADA guidelines will be provided for each of the folding rapid deploy shelter. These ramps should have hand rails that are easily mounted on both sides of the ramp and are continuous. DELIVERY - The contractor will be required to deliver the folding rapid deploy shelter to the locations list in the PWS upon completion. The folding rapid deploy shelter will be delivered to the destinations NLT (date). The contractor will provide the warranty information for equipment, manufactured by the contractor, so that the manufacturer warranty can be put in place. TRAINING The contractor will provide the appropriate training to VHA OEM staff on the proper way to load/unload the rapid deploy shelter. This is to include setting up and taking down, the operational equipment inside the unit. Additionally, the care and maintenance of the shelter, trailer and associated equipment. The location and time of the training will be coordinated with the PM/COR. WRITTEN DOCUMENTATION The contractor will provide a comprehensive owner s manual and laminated quick operational guide for each unit.
