- On behalf of the United States Army 3 rd Infantry Regiment Caisson Platoon located at Fort Myer, VA., the Mission and Installation Contracting Command (MICC-FB) is issuing this sources sought notice as a means of conducting market research to identify vendors that can provide ceremonial medals, brass insignias and ribbons for a specific dimension in support of various ceremonies and special events in the Military District Washington and surrounding areas. This sources sought is for informational purposes only. This is a Request for Information (RFI) only, which is being used for market research purposes only. Respondents to this RFI are not considered as offerors and cannot be accepted by the Government to firm a binding contract. The Government is not responsible for any costs incurred by the respondents when responding to this RFI. Respondents should not submit any proprietary information when responding to this RFI. Respondents should also note that the Government will not return any information submitted in response to this RFI. Also to become eligible for award, the contractor must be registered in the System for Award Management (SAM) at the time of contract award. Respondents must submit a capability statement that clearly defines the firm’s ability to provide the items stated in the RFI. The United States Army 3 rd Infantry Regiment Caisson Platoon will require the vendor to deliver ceremonial medals, brass insignia and ribbons. These medals are Personal Medals with ribbon material, Personal Ribbons with ribbon racks, Unit awards with brass windows, Buff Straps, Badges (Airborne, Air Assault, Pathfinder, etc.), Identification Badges (Chief of Staff, Secretary of the Army, Combat Badges, Drill Sergeants, Etc.), Oak Leaf Clusters, Numeral bronze attachments, Designated Unit Insignia and Branch Insignia, and Buttons. Based on the responses to this RFI, this requirement may be set-aside for small businesses (in full or part) or procured through full and open competition. All small business set-aside categories will be considered. The government’s preference is to set aside the requirement for small business. This request for information is a market research tool, in accordance with the Federal Acquisition Regulation (FAR) Part 10, which is being used to determine potential large or small business firms that are capable of providing the supply described herein prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). The applicable NAICS code for this requirement is 332999 All Other Miscellaneous Fabricated Metal Product Manufacturing, with a Size Standard of 750 number of employees. The Product Service Code is 8455 Badges and Insignia. The contract type is anticipated to be a firm-fixed priced contract. A continuing need is anticipated for the ceremonial medals, brass insignias and ribbons which is being fulfilled through contract: W91QV1-15-D-0020. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. If your organization has the potential capacity to provide these contract supplies, please provide the following information: 1. Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; 2. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. 3. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. The Government will evaluate market information to ascertain potential sources for this requirement. 4. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Include the subject of the acquisition, this announcement, and the MICC POC information from the FedBizOpps notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 5. Recommendations to improve the approach/specification/draft Statement of Work to acquiring the identified items. The statement of work (SOW) is also attached to this announcement, and all interested parties are requested to submit a capability statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The deadline for this response is Monday, September 30, 2019, at 2:00 p.m. Washington, DC time.
