- Special Notice: The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Reconditioning Center (NRC) awarded a Purchase Order for a one year support agreement to include software and hardware maintenance support as well as Elgris E-Studio License Renewal and Mentorpack Support for the Seica Flying Probe Tester Model No. Pilot 4D V8 to SEICA, INC. of Haverhill, MA. Sole Source Justification: The Government only knows of one source for this requirement, SEICA, INC. which is the original equipment manufacturer (OEM) of this equipment and the only known source that can provide this support agreement.
