W9127N19R0065 Solicitation Past Performance Questionnaire Attachment B Appendix A-G Offeror's Experience Form Attachment A The US Army Corps of Engineers, Portland District, is soliciting under W9127N19R0065, a firm-fixed price commercial service contract for armed guard security services at it's Lower Columbia River Projects., which includes Bonneville Dam, The Dalles Dam, and John Day Dam. The Government intends to award one firm-fixed price contract with one base year and four one-year option periods resulting from this solicitation. SCOPE OF WORK: The area of operations the contractor will be performing is remote with 50 miles separating the lower two dams (Bonneville and The Dalles) and John Day being 30 miles further upriver. There are high certification requirements with armed guards conforming to licensing requirements from NERC, DOD, Washington or Oregon as well as state and criminal Background checks. The contractor will need to provide all personnel, labor, training, supervision, tools, equipment, materials, supplies and transportation necessary to provide security guard services. The Contractor shall perform to the standards in the contract and comply with all local, state, and federal regulations during the services performed. These three sites are required to provide security for personnel, property, and critical infrastructure. Contract Security Guards are used to fulfill these requirements because the staffing levels may change unexpectedly due to emergency situations, changing regulations, or other factors. This solicitation will be a total small business set-aside under NAICS 561612 - Security Guard and Patrol Services with a size standard of $20.5M. The Product Service Code is 7381. There is a planned site visit for this procurement. Please review the solicitation for site visit details and instructions. All inquiries regarding this solicitation must be submitted via ProjNet Bidder Inquiry System. Telephone and email inquiries will not be accepted. Instructions on how to access the ProjNet Bidder Inquiry System are within the solicitation. No response will be posted to inquiries after the Close of Business on the seventh (7th) business day preceding the solicitation due date. All prospective offerors will be held to have reviewed the questions and responses in ProjNet prior to proposal submission. Nothing in the solicitation is changed unless a solicitation amendment is sent out. The Government reserves the right to cancel this solicitation. No reimbursement will be made for any costs associated with providing information in response to this Solicitation Notice or any follow up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. All interested firms must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the contract to be eligible for award of a Government contract.
