- Evaluation Factos 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1.EXPERIENCE AND KEY PERSONNEL: (a) Submission Requirements: 1.Provide the name and address of the key personnel performing contract. 2. The Contractor shall submit previous experience documentation. Include: a. dates of experience b. location of work c. name of hydroelectric facilities d. name and phone number of contact 3. Provide offeror's Siemen's certificate indicating they are "Process Control System SIMATIC PCS7" Solution Partner (b) Evaluation Criteria: The offeror's quotation will be evaluated to determine the extent to which it demonstrates: 1.A minimum of twenty (20) years programming experience utilizing Siemens Automation systems, 2.A minimum of ten (10) years programming experience with Siemens PCS7. 3.Shall have programmed Automatic Generation Controls Software for a minimum of 20 hydroelectric power plants. 4.Shall have programmed scheduling software for at least 20 hydroelectric power plants. 5.Shall have provided consulting services for Siemens software for a minimum of 7 hydroelectric power plant SCADA systems. 6.Level 2 Security Background clearance for all personnel with access to the Government security system or associated documentation. 7.Shall be a Certified Siemens Solutions Partner For Factor 1, EXPERIENCE AND KEY PERSONNEL the offer will be rated utilizing the chart provided below: ACCEPTABLEQuote meets the requirements of the solicitation. UNACCEPTABLEQuote does not meet the requirements of the solicitation. 2. PAST PERFORMANCE No submission is required for FACTOR 3, PAST PERFORMANCE. However, the Government will query the Contractor Performance Assessment Reporting System (CPARS) to validate past performance ratings on Department of Defense contracts and any other past performance information the Government deems necessary to evaluate a contractor's past performance. Firms without a history of past performance will be given an "Acceptable" rating. In addition, Past Performance information may be obtained from any other sources available to the Government to include, but not limited to PPIRS, or other databases; interviews with Program Managers, Contracting Officers, Fee-Determining Officials, and Defense Contract Management Agency. 1.Past Performance Ratings -- Past performance analysis provides insight into an Offerors probability of successfully completing the solicitation requirements based on the Offerors performance record on similar contract efforts. RatingDescription AcceptableBased on the Offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort; or no performance record is available or the Offerors performance record is so sparse that no assessment rating can be reasonably assigned. UnacceptableBased on the Offeror's performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort. 4. PRICE The Government will perform a price analysis after completion of technical evaluations. Price analysis will be performed in accordance with FAR 15.404-1, to determine completeness, reasonableness, and understanding of the work. The evaluation will determine the adequacy of the offer in fulfilling the requirements of the proposal. Completeness addresses the extent to which the elements of the price proposal are consistent with the requirements of the RFP. Reasonableness will be established using historical price information, price competition information, the IGE, and any other pricing tools necessary. Price will not be rated, but will be a factor in making the final best value determination for award.. BASIS OF AWARD Award will be based on a Best Value Decision, Tradeoff process, and will be made to the best overall offer that is determined to be the most advantageous to the Government. The non-price technical and past performance factors are equal in importance and, when combined, are substantially more important than price. (End of provision)
