- Description
- In accordance with FAR 12.603(c)(2): This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, FY19-F2DTAG9246AW01 - High Fidelity Targets, is being issued as a Request for Quotation (RFQ). This solicitation document, which incorporates provisions and clauses for commercial items, are those in effect through Federal Acquisition Circular (FAC) 2019-06. This procurement will not be set-aside and is open to full-and-open competition. The following questions were asked: 1. Would the TEL be required to be removed from the trailer once on-site, as part of the 30 minute time requirement for set-up? Or is the intent for it to stay on the trailer at all times? Government Response: The intent is for the surrogate target to be mounted to the trailer and require no more than 30 minutes to deploy. 2. Will a paint specification be provided? Government Response: SOW para 3.1.3.c. c. The surrogates shall have a desert camo paint coating that replicates the paint coating of the actual threat and is anti-corrosive. 3. Will a requirement for external power on the trailer be made? Or is the unit intended to run on its own power? Government Response: Any power required must be self-contained on the surrogate target to maintain accurate threat representation. External power, i.e. generators, etc. are not threat representative and therefore does not meet the operational accuracy requirement. 4. If we provide an inert actual unit as part of the solution, will we be required to provide engineering analysis for the environmental requirements? Government Response: Engineering analysis is not required to be provided for SOW para. 3.1.5., however, by submitting a proposal, the offeror is certifying that their solution meets all SOW specifications 5. Is the 12 month delivery deadline for both TELs or for the first unit only? Government Response: Both TELs delivered 12 mos ARO
