Description
Sole Source Justification & Approval NOTICE OF INTENT THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 6.302-1, the United State Property and Fiscal Office-Alabama (USPFO-AL) intends to issue a contract modification, on a sole source basis, to Seay, Seay and Litchfield, PC ("the Designer of Record"). The purpose of the Modification is to perform type A and B services in conjunction with F-35 Repair of Building 1201, Funding year 2022, FAKZ182352. In September 2018 a task order was awarded to the local A&E Indefinite Delivery Indefinite Quantity (IDIQ) holder Seay, Seay and Litchfield, PC (SS&L) for type A and B design services for the Repair of Building 1201. During this time, SS&L has performed the following services: developed basis of design, developed project concept, performed the value engineering study, criteria review, initial planning meetings, space utilization, site investigations, and creation and presentation of multiple design options. During the performance of type A and B services the IDIQ period of performance expired. This modification awards additional Type A and B services, to the 100% designed point, to SS&L. The additional requirements were determined during F-35 meetings with Air Combat Command, Lockheed Martin and the Air Force F-35 program office. It was determined to meet current F-35 requirements the hangar would require modifications to the exterior and interior structure, modifications to the electrical, heating and lighting and the installation of an elevator. Continuity is essential during completion of the design and necessitates this task order modification. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. This Notice of Intent is hereby published in accordance with FAR 5.201. All responses received within 15 days of the posting of this notice, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The USPFO-AL will consider any responses to this notice received within fifteen (5) calendar days of the posting of the notice.
