Description
Sole Source Justification & Approval NOTICE OF INTENT THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 6.302-1, the United State Property and Fiscal Office-Alabama (USPFO-AL) intends to issue a contract modification, on a sole source basis, to Seay, Seay and Litchfield, PC ("the Designer of Record"). During the performance of Type A & B services under W912JA-14-D-0001, order W912JA-18-F-6014, it was determined that several key requirements were not included in the original DD Form 1391. The additional design requirements for Building 1312 (Weapons Release) at Dannelly Field (187th Fighter Wing) include upgrades to the structure such as re-facing the exterior, design for the replacement of the existing roof, the design of a new fire protection system to include suppression and notification capability, design for the demolition of the clerestory and replacement of existing windows, and replacing all lighting within the building with LED lighting. The removal of the clerestory, because the roof sections containing a clerestory are leaking and have turned out to be a source of high heat infiltration during warm periods, will require those roof sections (there are multiple clerestories built into the roof) to be redesigned to provide sufficient structural support as well as cosmetic changes. The shape or profile of the roof will change dramatically as a result of the clerestory work. The modification is based on an updated Maximum Construction Cost (MCC) of $4,250,000.00. Because the original IDIQ has expired, the modification for additional Type A & B services is considered a sole source action and therefore requires this notice to the public. In January 2014, the USPFO-AL issued an indefinite delivery contract to the Designer of Record to perform the Architect and Engineering Services to the Alabama Army and Air National Guard. In September 2018 a task order was issued to the Designer of Record for design of the above referenced project to the 35% stage. During this design phase the indefinite delivery contract expired. This modification is required to allow the Designer of Record to proceed with the approved design to the 100% design stage. Continuity during the completion of the design necessitate this modification to the contract. This sole source contract action is required for completion of the following scope of work: Multidiscipline design and/or other Architect-Engineering Professional Services as required for planning and design support exclusively for the renovation of Building 1312 located at the 187th Fighter Wing, Montgomery, Alabama. Work may include but will not be limited to any or all of the following: design, drafting, planning, programming, cost estimating, topographic or boundary surveys, on site construction management, shop drawing reviews,, various engineering studies, site investigations, value engineering services, subsurface geotechnical investigation, testing, and reports, design services for new construction, demolition, and alterations of existing facilities, environmental studies, testing and reports, hazardous materials testing, abatement, other design services, and construction phase support services for this project. All work must be performed by or under the direct supervision of licensed professional Architects or Engineers. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. This Notice of Intent is hereby published in accordance with FAR 5.201. All responses received within 15 days of the posting of this notice, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The USPFO-AL will consider any responses to this notice received within fifteen (15) calendar days of the posting of the notice.
