Sources Sought Notice This Sources Sought/Market Survey Notice is being conducted by the Network Contracting Office (NCO) 16, located in Houston, Texas, in support of the Central Arkansas Veterans Healthcare System (CAVHS) in Little Rock, Arkansas to identify sources capable of providing training to 50 participants that provide certification in the practice of Battlefield Acupuncture (BFA) to be incorporated into patient practice across the facility. The practice presents participants  the  chance to demonstrate BFA  procedures and practice them with another participant in attendance. Training will be onsite at Central Arkansas Veterans Healthcare System, 2200 Fort Roots Drive, North Little Rock, AR 72114. NOTE 1: Contractor shall be an authorized trained technician and possess licenses and certification as an acupuncturist to meet all government requirements and objectives. Performance Location and Hours: Central Arkansas Veterans Healthcare System (CAVHS) in Little Rock, Arkansas. Normal duty hours are from 0800-1630, Monday through Friday, excluding Federal Holidays. This is a one-time need. Scheduling of training will be established after award. Draft Performance Work Statement Purpose The overall purpose is to provide training to 50 participants that provides certification in the practice of Battlefield Acupuncture (BFA) to be incorporated into patient practice across the facility. It presents participants  the  chance to see  BFA  procedures demonstrated and practice them with another participant in attendance. Onsite training to be held at Central Arkansas Veterans Healthcare System, 2200 Fort Roots Drive, North Little Rock, AR 72114. 2. Scope One BFA consultant shall be required to come to CAVHS and conduct this training. The 2-day onsite role play training builds upon the information and implementation as set forth in the training manual that shall be provided to participants upon arrival. This training presents participants the chance to see BFA procedures demonstrated and practiced with another participant in attendance. Once this training is completed, participant results include skills and confidence to apply BFA with patients. 3. TRAINING TOPICS Illusions of the Ear History of Acupuncture and Auriculotherapy in the U.S.A. Point theory behind BFA History of BFA Why use BFA? What conditions can it treat? Types of Needles used and Why Needle Insertion techniques Point Location and Function Clinical Cut-Offs and Delayed Response Ear Care and Follow-up 4. TRAINING OBJECTIVES Point Concepts to understand Battlefield Acupuncture (BFA) theory History of Acupuncture and Auriculotherapy in the U.S.A. Understand the history behind the BFA protocol Learn how to do the BFA Protocol and how to use it Properly use ASP ® needles and learn correct auricular insertion technique for BFA including: BFA point location Recognize Side Effects and Results of BFA Apply BFA in clinical practice successfully know when to use the protocol 5. TRAINING MATERIAL Course Manual/curriculum All materials for learning and practice Clinical Education Hands on practice of BFA skills 6. SERVICES REQUIRED 6.1 Prior to this onsite training, all 50 participants shall have received the BFA training manual provided by the contractor. The training is an 8-hour, half instruction and half hands-on-practice training before receiving certification. This course also includes a demonstration of a session where the patient has experienced an ailment which would benefit from the application of BFA. 6.2 In this instance, Dr. Example helps the patient identify his thought and behavior patterns that would benefit from treatment and relays his insights about setbacks in general and this session to the viewers. Resolution of BFA treatment concludes the demonstration sessions, and Dr. Example ends the training by providing a final overview and summary of the model. 6.3 Detailed auricular anatomy and neuron-anatomy education in relation to acupuncture, to include contraindications and precautions for use. This education shall include Treatment Sequencing protocols. 6.4 Literature resources and evidence of scientific benefits and uses for Battlefield Acupuncture for a wide variety of ailments and diagnosis. 6.5 Upon completion, participants shall receive Certification letter identifying BFA practice level attained from training and ability to treat patients with BFA. 6.6 Formal Education Requirements:   Graduation from a four-year academic program in acupuncture and Oriental medicine that meets or exceeds ACAOM  standards or other criteria as found reasonable by the board.   The program must include a minimum of 800 hours of supervised clinical practice. 7. INSTRUCTOR TRAVEL EXPENSES Travel expenses shall not be reimbursed under this agreement or any orders resulting from this agreement. 8. PERIOD AND PLACE OF PERFORMANCE Exact training dates shall be determined after award. CAVHS anticipates two (2) consecutive, one (1) day on-site training sessions. 8.2 Exact training dates and location to be mutually agreed upon within six (6) weeks advanced notice. The place of performance shall be at the CAVHS and/or facilities within the boundaries of VA VISN 16 to be determined after award by agreement. 9. FACILITY HOURS AND FEDERAL HOLIDAYS Normal hours of coverage are Monday through Friday from 8:00 a.m. to 5:00 p.m., excluding holidays. All services shall be performed during normal hours of coverage unless requested or approved by COR or his/her designee. The Government hereby provides notice and Contractor hereby acknowledges receipt that Government personnel observe the listed days as holidays: New Year's Day January 1 Martin Luther King's Birthday Third Monday in January President's Birthday Third Monday in February Memorial Day Last Monday in May Independence Day July 4 Labor Day First Monday in September Columbus Day Second Monday in October Veterans Day November 11 Thanksgiving Day Fourth Thursday in November Christmas December 25 In addition to the days designated as holidays, the Government observes the following days: Any other day designated by Federal Statute Any other day designated by Executive Order Any other day designated by the President s Proclamation 10. SECURITY REQUIREMENTS The contractor shall not have access to CAVHS desktop computers nor shall they have access to online resources belonging to the government while conducting services. No removal of equipment from the CAVHS campus is required.     11. PERFORMANCE STANDARDS Performance standards define desired services. The Government performs surveillance to determine if the contractor exceeds, meets or does not meet these standards. The Performance Parameter Chart below includes performance standards. The Government shall use these standards to determine contractor performance and shall compare contractor performance to the Acceptable Quality Level. Inspection All training completed, and appropriate training materials delivered.
