9594CS19Q0084 Solicitation package for GENSET Preventive Maintenance See attached Solicitation for complete details on submission of your Quotation. C.1 Introduction. The Court Services and Offender Supervision Agency (CSOSA) was established under Section 11232 of the National Capital Revitalization and Self-Government Improvement Act of 1997 to effectuate the reorganization and transition of functions relating to pretrial services, parole, adult probation and offender supervision in the District of Columbia to a Federal Executive Branch agency. The mission of CSOSA is to increase public safety, prevent crime, reduce recidivism, and support the fair administration of justice in close collaboration with the community. C.2 Background. C.2.1 The Court Services and Offender Supervision Agency (CSOSA) is an independent, executive branch Federal Agency, established under Section 11232 of the National Capital Revitalization and Self-Government Improvement Act of 1997. The Act effectuated the reorganization and transition of functions relating to pretrial services, parole, adult probation and offender supervision in the District of Columbia to a Federal arena. The mission of the CSOSA is to increase public safety, prevent crime, reduce recidivism, and support the fair administration of justice in close collaboration with the community. C.2.2 The Court Services and Offender Supervision Agency (CSOSA), has a requirement to acquire services for Inspection, Preventive Maintenance, testing and reporting on the agency's Data Center's Supplemental Auxiliary Generator (GENSET) located at 633 Indiana Ave, NW, Washington, District of Columbia, 20004. C.3 Quarterly Preventive Maintenance Services. C.3.1 The Contractor shall perform preventive maintenance services on the following equipment: Equipment ID NumberManufacturerModel NumberSerial Number 215.0GFBBONANSRLM05J086098 C.3.2 Preventative maintenance on the above equipment shall include quarterly inspections to ensure reliable and continuous safe operation. The preventative maintenance work shall be in accordance with commercial practices or manufacturer's specifications, if available, and shall be intended to maintain the Generator's availability in safe and reliable operating condition due to potential outages due to weather, local power loss, or civil unrest. The GENSET is critical to the agency's continuity of operations and whose mission is vital to the local public safety. The preventative maintenance to be performed at each quarterly inspection shall include, but is not limited to, the following: C.3.2.1 Clean, adjust or replaced spark plugs, ignition points, and/or condensers when necessary; C.3.2.2 Check clock time and set as necessary; C.3.2.3 Day-tank and lines to be inspected for the purpose of determining if excess sludge rust is collecting. All fuel filters and sediment bowls to be cleaned or replaced as required. 1.Check Coolant System. 2.Check Engine while running. 3.Check Air Take System. 4.Check Exhaust System. 5.Check entire equipment for fuel and coolant leaks. 6.Check Generator while running. 7.Checks controls voltage regulator transfer switches and adjust exercising time and schedule. 8.Check automatic transfer switches for proper operation. Operate under load when conditions permit. 9.Check Oil Level and Filter 10.Check Battery and Charging systems 11.Check batteries and report any action necessary for recharging or replacement. 12.Clean air filter or replace when necessary. 13.Check belts replace as necessary 14.Check coolant and antifreeze protection level. 15.Check all hoses and belts for wear. 16.Check all instruments for proper operation. C.4. Annual Preventive Maintenance. C.4.1 Load Bank Testing. During the 1st quarter of preventative maintenance, the Contractor shall perform an annual load bank test as required under the National Electric Code and the manufactures (ONAN) specifications-requirements and further to exercise the Generator under load to verify its overall reliability to perform in an emergency power situation. C.4.2 Change oil and oil filters. During the 3rd quarter of preventative maintenance, the Contractor shall perform an annual oil and oil filter change as required. C.5. Emergency Repairs: C.5.1 Emergency repairs are repairs that are not covered under the preventative maintenance services identified above. C.5.2. Calls for emergency repairs made to the Contractor by the Government. C.5.2.1 During normal business hours, the Contractor shall respond to the COR, within one (1) hour after notification during CSOSA normal business hours. CSOSA normal business hours are identified in Section F.3. C.5.2.2 After normal business hours, the Contractor shall respond to the COR within two (2) hours after notification. C.5.3 Performing Emergency Repairs C.5.3.1. Authorization to proceed with the emergency repairs can only be provided by the COR or the Contracting Officer. Once authorization is received, the Contractor can proceed with the repair based on the budget and time agreed to between the Contractor and Government. C.5.3.2 Work shall be in accordance with normal commercial practices using parts specified by the GENSET manufacturer. Downtime of the Generator equipment shall be kept to an absolute minimum. The Contractor shall perform emergency repairs in such a manner that 100% of all GENSET equipment is operational at all times. C. 5.3.2 Reporting Requirements. The Contractor shall prepare and submit to Contracting Officer's Representative (COR) a written report within two (2) business days of completing each authorized emergency repair. The report shall provide: •Location of equipment repaired; •Equipment identification number, manufacturer, and model number •Description of repair performed; •Name of the technician that performed the repairs; •Price for labor (number of hours expended times Purchase Order hourly rate; and •List of parts used, price for each, and total price for parts. C.6 Qualifications of Personnel Performing the Work. C.6.1 All personnel performing work on the equipment identified in Section C.3.1 above shall possess the following certifications: •Cummins/Onan Certification; and •National Fire Protection Agency (NFPA) 70 E Certification.
