THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. This procurement will be processed pursuant to FAR part 12, Acquisition of Commercial Items and FAR part 13 Simplified Acquisition Procedures. No solicitation will be issued. All responsible sources who believe they can provide the services listed may submit, in writing to the identified point of contact, a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will be considered solely for the purposes of deterring whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to complete this proposed contracted based on Reponses to this notice is solely at the discretion of the Government. Reponses are to be received within 10 days of this notice. No telephone calls are being accepted. Services being performed: Dwarf gene is vital for the Green Revolution, which dramatically boasted the grain yield of wheat and rice. In both crops, only one dwarf gene is used for breeding the high-yield semi-dwarf varieties. Up to now, sorghum has not find the magic dwarf gene. Instead, sorghum used a combination of three or four dwarf genes. This not only complicates the breeding process but also reduces the hybrid vigor because the same dwarf genes have to be present in both parents when making sorghum hybrids. At the Plant Stress and Germplasm Development Research Unit, Lubbock, TX, scientists have isolated over 200 dwarf mutants in order to find the magic dwarf genes as used in wheat and rice. To find the possible candidates for the magic dwarf mutants, we need to know which mutants have the changes in plant hormones similar to the dwarf mutants used in wheat and rice. The Proteomics and Metabolomics Facility at Colorado State University has developed a sophisticated and quantitative method using HPLC-GC/MS that can analyze all plant hormones in plant tissue (Analytical and Bioanalytical Chemistry (2019) 41: 4839-4848). This lab can provide the data we needed to identify the magic dwarf mutants in sorghum. This sole source purchase is necessary for the continuity of research and is mission critical.
