- Introduction The Office of the Comptroller of the Currency (OCC) is requesting information on Broadcast Email Management Services. This is a request for information (RFI) only - it does not constitute an Invitation for Bids (IFB), Request for Proposal (RFP), or Request for Quotes (RFQ). This RFI is issued solely for information and planning purposes and does not commit the OCC to issue a solicitation (RFQ/RFP) or award a contract for any supply or service whatsoever. The OCC will not pay for any information or administrative costs incurred to respond to this RFI. All costs associated with responding to this RFI will be solely at the respondents' expense. Those who respond to this RFI should not anticipate feedback concerning its submission other than acknowledgement of receipt, if the submitter requests a request for acknowledgement. Background The Office of the Comptroller of the Currency (OCC) charters, regulates, and supervises national banks, federal savings associations and the federal branches and agencies of foreign banks. Headquartered in Washington, D.C., the OCC is responsible for promoting and assuring the safety and soundness of the country's system of national banks and maintaining its competitiveness, efficiency, integrity, and stability in the financial marketplace. One manner by which the OCC provides effective, timely, reliable, and regular communications about its activities to a variety of audiences including the public, national bank representatives, the media, industry professionals, and government officials is via comprehensive broadcast email, email subscriptions, and email list management systems, supported through an externally-hosted broadcast email subscription management service. Requirement Description The OCC is seeking an experienced FedRamp Authorized service provider that will conduct the following 1. Provide an online hosted service which can distribute between 5 and 15 email messages per week, which reach approximately 750,000 recipients per year. 2. The hosted service shall have the ability to manage subscription lists. The service will allow for subscription lists to be uploaded and downloaded. 3. Users of the service can subscribe to lists based on topic and/or other metadata specifications. 4. The service will deliver emails as both HTML and plain text, to ensure all users can access them. 5. The service will allow for the upload and download of HTML email templates to/from the service. 6. The service will support/provide email reports, analytics, tagging and other tracking tools that are accessible online. 7. The service will support bounce management to track when email is not delivered, or arrives in a spam folder. 8. The service will allow for segmented and automated email. 9. The service will provide a dynamic sign up form for subscribers/unsubscribers. 10. The system shall generate email that is flexible, functional and mobile/responsive. 11. The system shall be able to integrate with applications like social media and text messaging services. 12. The service will allow image and file hosting for email. 13. The service will follow industry best practices to help the OCC stay compliant with current CAN-SPAM and CASL legislation. 14. The service will follow Americans with Disabilities Act of 1990 (ADA) standards for accessibility. 15. The service provider will provide continuous, timely, customer support to the OCC. Submission Requirements Interested parties are requested to respond to this RFI with an electronic document that fulfills the requirements below. 1. Company Background - Provide summary information including company name, DUNS number, CAGE code, GSA Federal Supply Schedule (FSS) contract(s) or Government-wide Acquisition Contracts (GWACs) contract number(s) (if applicable), and designated point of contact's name, title, email address and phone number. 2. Company's Business Type Classification (e.g. large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone business, woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business, etc.) under NAICS Code - 518210 - Data Processing, Hosting, and Related Services 3. Solution and Service Overview - Describe services available through your organization and provide a statement of capability demonstrating your ability to meet the requirements outlined in the requirement description. Describe any other tasks/services you think are essential to the project as described. 4. Previous Implementations - Describe previous successful engagements similar to the ones outlined above. Provide customer contact information where that solution was implemented including: contact name, organization, telephone number, and email address for each example that you provide. Specify how your past similar engagements were structured (e.g. Time and Materials, Fixed Cost, Performance Based, etc.). 5. Price Lists or Catalogs/Pricing/Potential CLIN Structure -Provide price lists or catalogs. If applicable, provided information on volume discounts, prompt payment discounts, contract financing, and payment methodology. Provide recommendations on potential CLIN structure and if the requirement is suitable for fixed-price, time-and-materials, or labor-hour contract. 6. Schedule Estimate/Delivery - Delineate factors which would affect the time it would take to complete the project. Include specifics, where possible, about interim milestones/ timeframes to achieve those dates, and any other information/recommendations relevant to scheduling. Consider delivery date after award, timeframe required to install and set-up the service, verify compliance and conduct training. Does the delivery date vary on the item being purchased/service being performed? 7. Other Information (e.g. commercial practices, market information, capabilities for planning purposes, subcontracting, etc.) - Provide information on: a. Commercial practices (e.g. support, licensing, etc). b. Vendor's possible solutions and approaches that may currently exist in the marketplace, and information regarding innovative ideas or concepts regarding the product or service in question; c. Commercial practices regarding industry evaluation of or measuring performance; d. Are there qualifications/ certifications requirements for individuals or to the vendor as a whole who is performing the services? If so, what are they and do they apply to this acquisition; and Subcontracting possibilities, specifically for small businesses. Responses shall be in Microsoft Word or Adobe Acrobat formats and no longer than 5 pages.
